Responsibilities & Context

Job Context

SAINT-Bangladesh is a value-based non-profit and non-government organization (NGO), working in the survival strategies of the coastal areas disadvantage people since in 2001. It has registered under NGO Affair Bureau in Bangladesh and we believe in the integration & inclusion of humanitarian development and right-based approach in striving for people-centered sustainable development initiatives. It has maintaining a level of transparency, participation, accountability, child and gender sensitivity and respect for human rights and dignity principles in management. SAINT-Bangladesh implemented different project like as child rights & protection, education, health, women empowerment, IGA, DRR & CCA, WASH, and emergency response, etc. SAINT-Bangladesh is seeking a professional for the position of Finance & Admin Officer for the project titled “Community Nutrition and Health Activity (CNHA) Project” supported by CARE Bangladesh. The project will be implemented by SAINT-Bangladesh in the Coastal Region of Patuakhali Cluster (Patuakhali, Barguna and Bhola Districts) from 1st October 2023 to 30th September 2027. Note that this requirement will depend on the availability of donor funds.

Under this CNHA Project, the CARE Bangladesh consortium will work with different ministries, especially the Ministry of Health and Family Welfare (MoHFW) of the Government of Bangladesh (GoB) at the national, regional, and local levels, to improve nutrition status by strengthening the community health system and support the effective implementation of the Second National Plan of Action for Nutrition (NPAN2). This will work at multiple levels of local government institutions, specifically with the Nutrition Coordination Committees at the district, upazila, and union levels – focusing on the community health system and strengthening the Core Team approach and local nutrition-governance mechanisms. The project will facilitate developing solutions emerging from communities, government line departments, and the private sector. The CNHA will replicate proven best practices to scale up innovative local governance models for better nutrition by transforming the Union Development Coordination Committee (UDCC) into nutrition outcomes. Digital solutions related to health and Nutrition services are key strategies for improving nutrition. CNHA. The project intends to impact several of the core challenges selected districts face in the North (Rangpur), Haor (Kishoreganj), Padma Basin (Madaripur), and Coastal belt (Patuakhali) of Bangladesh.

SAINT-Bangladesh, a local partner of this project implementation, is hiring Finance and Admin Officer. The Finance and Admin Officer will be responsible for the execution of financial and administrative activities of the SAINT-Bangladesh under the CNHA project while carrying out his/her day-to-day responsibilities. Under the guidance of the Manager – Finance and Admin, S/he will be responsible for implementing administrative, logistic, and financial activities for the project, which grossly includes filing and documentation, staff salary payment, advance adjustment, assistance in procurement and asset management, maintenance and reports related to the projects. S/he will be responsible for checking bills and vouchers for the project expenditures, assisting management with the payment, and maintaining records of expenses.

S/he is responsible for maintaining working relationships with the key personnel from CARE and will work in close collaboration with the Senior Officer – Sub Grants and other project staff. S/he will also communicate and ensure financial requirements and policies with the program staff of the project.

Responsibilities:

Project financial activities, including budgeting, monitoring, and reporting:

  • Provide support in planning, operations, and management of the project’s finance and budget.
  • Closely monitor and track the budget versus expenses with the approved project budget and work plan.
  • Maintain project financial filing and ensure all financial documents according to USAID, CARE, and [SAINT-Bangladesh] policies and procedures.
  • Assist in preparing financial reports, asset reports, and VAT reports.
  • Conduct physical verification of project assets, update register/records, and prepare reports.
  • Provide support in facilitating external audits, monitoring through preparing financial statements, and providing bills/ vouchers, documents, financial reports, etc.
  • Facilitate team meetings and prepare the meeting notes/minutes, especially any financial issues.
  • Perform monitoring and guidance to the project staff to maintain financial procedures for their expenses.

Human Resources management and administrative support:

  • Prepare project staff salary statements and take appropriate measures to make payments on time.
  • Ensure advance to the project staff: staff traveling for field activities, etc., and make necessary arrangements for adjustment of their advance on time.
  • Arrange payment to consultants, vendors, and service providers, etc.
  • Provide assistance to the HR department in maintaining compliance and documentation for the project staff recruitment process.
  • Provide support in capacity development to project staff on financial issues.
  • Maintain filing financial, administrative and HR records in an organized manner and according to USAID, CARE, and SAINT-Bangladesh policies and procedures.
  • Facilitate, organize, and support the administrative activities such as ensuring field office set up, field movement, vehicles, assets, and logistics as per standards and guidelines.

Assist project procurement activities:

  • Assist in the procurement of goods and services, including the preparation of the PR and subsequent follow-up for procurement.
  • Provide support in ensuring and arranging adequate stationery, materials, and supplies for training, project activities, and other events on time.
  • Support in maintaining storage of project goods and ensuring proper inventory tracking records.

Communication and liaison with partners and stakeholders:

  • Maintain effective communication between the key personnel of CARE to ensure the requirements are met accordingly and timely.
  • Maintain effective communication with project staff and different departments at SAINT-Bangladesh.
  • Maintain suppliers, vendors, and contractors’ contact information and communication.
  • Assist orientation of suppliers, vendors, and contractors on standard policy, procedure, and compliance rules and safeguarding .

Additional job Responsibilities:

The duties and responsibilities set out above are partial. The role holder may be required to carry out additional duties within the reasonableness of her/his level of skills and experience. Ready to work in any natural disaster or emergency anywhere in Bangladesh.
