A. ABOUT PRERONA

PRERONA is a women-led feminist non-governmental organization based in the Satkhira district of Bangladesh, founded in 2006 by a group of like-minded social workers. Since its inception, PRERONA has been dedicated to empowering vulnerable women in the coastal regions. These women often face persecution, exploitation, and are subjected to gender-based violence due to societal impact, social stigma, and natural calamities, all of which exacerbate gender disparity.

B. About Project:

PRERONA made a promising implementing partnership with WHH in the Coastal District Satkhira. This collaboration aims to address the economic challenges, food security issues, and livelihood concerns faced by both rural and urban populations in this coastal region. PRERONA will start the implementation of the three-year-long project titled “Community-based programme for climate-resilient and sustainable livelihoods in coastal areas of the Satkhira district, Bangladesh” in November 2024. The project will benefit a total of 5,000 households with a total of 25,000 people (55% women). In the urban target areas, the project will focus mainly on marginalized climate migrants living in slums (internally displaced persons), while in rural areas, the focus will be on the marginalized population, which is disproportionately affected by climate change. The project is financially supported by Welt Hunger Hilfe-Germany and BMZ (German Federal Ministry for Economic Cooperation and Development).

Purpose: The Financial and documentation officer will be responsible for managing Finance, procurement of PRERONA, supported by Welt Hunger Hilfe-Germany. He/ She will be dedicated to implement the project accounts as well as facilitate to team under the project following financial policies and donor guidelines. His/Her responsibilities involve in preparation of financial report, ensure procurement process and prepare documents related to applicable VAT & Tax deduction. He/she will need to be able to work on tight deadlines, be competent in using Excel, account software and have exceptional verbal, written, and presentation skills.

C. Key Responsibilities

  • Prepare financial planning, budgeting, and monitoring of the project’s funds.

  • Ensure that financial records are accurately maintained and in compliance with PRERONA’s financial policies and donor guidelines.

  • Prepare regular financial reports for internal use and donor reporting, ensuring timeliness and accuracy.

  • Track project expenses and compare them with the budget, providing variance analysis and recommendations for corrective actions.

  • Assist in conducting regular financial audits and ensure proper documentation of all transactions.

  • Manage cash flow for the project, ensuring there are sufficient funds available for project activities.

  • Monitor and reconcile cash advances, project accounts, and financial transactions.

  • Ensure the timely disbursement of funds and payments to suppliers, contractors, and beneficiaries as per project requirements.

  • Ensure the procurement process for goods, services, and equipment required for the project, ensuring compliance with PRERONA’s procurement policies and donor regulations.

  • Negotiate terms, prices, and delivery schedules with vendors to ensure cost-effectiveness and efficiency.

  • Maintain records of all procurement activities, contracts, and supplier communications for future reference and audits.

  • Monitor and ensure that all procurement items are delivered on time and meet quality standards.

  • Ensure that all financial transactions comply with donor, and organizational policies.

  • Implement and maintain effective internal controls to safeguard project funds and prevent misuse or fraud.

  • Review and approve payments, purchase orders, and contracts, ensuring all required documentation is in place.

  • Conduct regular spot checks and financial monitoring to ensure financial integrity.

  • Collaborate with the project staff to ensure the smooth implementation of financial and procurement activities.

  • Provide training and support to project staff on financial management, procurement procedures, and reporting requirements.

  • Ensure timely submission of required financial and procurement documents to relevant authorities and donors.

  • Maintain up-to-date and organized financial records, including invoices, receipts, and purchase orders.

Assist in the preparation of periodic reports related to project expenditures, procurement activities, and financial audits.

D. Skills and Competencies:

E. Qualifications:

A Bachelor’s degree in Finance, Accounting, Business Administration, or a related field. (Master’s degree preferred).

Minimum of 3 years of experience in finance and procurement management, preferably in donor-funded projects in NGOs.

Familiarity with financial software and tools, knowledge of accounting principles and procurement regulations is essential.
