Responsibilities & Context

About ASD: Action for Social Development (ASD) is a non-government, non-profit, and non-political development organization (duly registered with the Dept. of Social Service and NGO Affairs Bureau, Government of Bangladesh) established in 1988. The objective of ASD is to facilitate support for the poor, create solidarity among themselves, and build their capacities and bargaining power for realizing their rights and needs to improve their quality of life. ASD has the unique experience of implementing 75 projects in both urban and rural areas on climate change, emergency response, child rights & child protection, etc.

ASD is now accepting applications from suitable, experienced, and interested candidates, for the following job vacancies, to work in a counter-trafficking-focused project implemented by Winrock International and supported by the Embassy of Switzerland in Bangladesh. Ashshash: For Men and Women Who Have Escapes Trafficking (Phase II) is implemented across some of the most trafficking-prone areas in Bangladesh, including Cox’s Bazar.

Project Background: The main objective of the project is to ensure that “women and men who have escaped trafficking will restore their dignity and wellbeing and become self-sufficient”. The survivors will be provided psychosocial counseling support along with other social services and facilitated opportunities for skills-devolvement and entrepreneurship training. Subsequently, they will be placed in wage-based and or self-employment opportunities for sustained social and economic reintegration into households, societies, and workplaces. Furthermore, Ashshash will reach people across the working areas either directly or indirectly, through various awareness-raising activities on factors that fuel the vulnerabilities of people toward human trafficking, and to ensure its prevention. The four-year-long second phase of Ashshash will provide comprehensive and personalized packages of social and economic services to human trafficking survivors, and work to raise mass awareness on the issue.

Project Title: Ashshash for Men and Women Who Have Escaped Trafficking

Position Summary:

The Finance and Admin Officer will work under the direct oversight of the Project Coordinator of the Ashshash for Men and Women Who Have Escaped Trafficking (Phase–II) Project. She /He will work to manage all types of accounts and financial activities of the project activities and provide financial analysis to the management teams for early decision-making. She /He will be responsible for keeping all administrative papers and documents in line with standard accepted best practices. In addition, She/He will assist the Project Coordinator and Program Officer in implementing project activities successfully. The Finance and Admin Officer must ensure compliance with Winrock International’s ‘Code of Conduct’ and ‘Do No Harm Policy’, whilst maintaining privacy and confidentiality of information respective to each survivor.

Job Responsibilities

  • Manage accounts & finance of the project.
  • Coordinate and liaison with Project Staff and external authorities.
  • Establish compliance with administrative systems of the lead organization and ensure discipline.
  • Process all requisitions for project activities and ensure timely dispatch of logistics and supplies
  • Arrange all procurements as per the requirement and the budget provision.
  • Prepare and submit accurate financial reports monthly/quarterly following the donor template within the deadline;
  • Prepare a three-monthly budget forecast, with quarterly and monthly budget break-down, for projects.
  • Prepare and submit monthly financial requisition to project management in alignment with approved project budgets.
  • Implement and monitor budgetary control activities.
  • Develop monthly variance report of the budgeted and actual expenses showing the reasons for variance.
  • Flag low burn rate against a line item or anticipated over-expenditure.
  • Work closely with the project team to develop project budgets and ensure the appropriateness of budget figures.
  • Prepare daily receipts payment vouchers journal vouchers of project-related expenses.
  • Maintaining Cash book, bank book, General ledger, subsidiary ledger(S), and other required register(s).
  • Ensure that VAT and Tax are deducted, Deposited, and documented as per Government Rules.
  • Prepare the monthly bank reconciliation statement(s).
  • Maintain the fixed assets register both for assets & stores of the project.
  • Ensure all financial reports and budgets are accurate.
  • Perform periodic checks and verify different finance and accounts-related reports, documents, and compliance requirements.
  • Develop financial statements for NGO Affairs Bureau and local administration.
  • Arrange Monthly/weekly Coordination meetings, workshops, campaigns, and other events with Project Manager.
  • Perform other duties as and when necessary and assigned by the management.
