Responsibilities & Context

Job Context:

SAINT-Bangladesh is a value based independent, non-profit and Non-Government Organization (NGO), participating in survival strategies of coastal poor. It believes in integration of right based approach in striving for people centered sustainable development initiatives, maintaining a level of transparency, participation, accountability, child and gender sensitivity and respect to human rights and dignity principles in management. SAINT-Bangladesh is seeking a professional for the position of Finance and Admin Officer for the project: “Advancing Gender-Responsive Climate Actions for Urban Resilience in Barishal City Corporation.” supported by “Climate Bridge Fund-CBF”, Co-funded by KfW (Kreditanstalt für Wiederaufbau). The project will be implemented in Barishal City from January 2025. Note that this requirement will depend on the availability of donor fund.

Job Summary:

The Finance and Admin Officer is responsible for managing financial transactions, maintaining financial records, and ensuring compliance with financial policies and regulations. This role involves budgeting, financial reporting, and supporting the financial health of the organization to ensure that all financial practices are transparent, efficient, and effective.

The Finance and Admin Officer will ensure that all project components are executed effectively, adhering to timelines and budgetary constraints while fostering strong relationships with local authorities, community leaders, and partner organizations. This role will also encompass monitoring and evaluating project outcomes on critical issues such as rights awareness, leadership, and climate resilience.

The ideal candidate will have a deep understanding of gender issues, strong leadership and communication skills, and a proven track record in project management. They will be committed to creating a positive impact in the lives of women fisher folk and addressing the challenges they face in their communities. This role involves coordinating with stakeholders, managing project staff, ensuring compliance with CBF/KfW and SAINT-Bangladesh’s guidelines, and facilitating community engagement and capacity-building initiatives.

Key Responsibilities:

  • Financial Management:
  • Develop and maintain project budgets, ensuring alignment with donor requirements, project objectives, and financial regulations.
  • Monitor project expenditures, track budget utilization, and prepare regular financial reports for the Project Coordinator and donor agencies.
  • Conduct financial analysis and provide recommendations to improve budget efficiency and cost-effectiveness.
  • Ensure compliance with financial policies, procedures, and donor guidelines, including procurement regulations and audit requirements.
  • Coordinate with the project team to facilitate timely disbursement of funds, review financial transactions, and reconcile accounts.
  • Accounting and Bookkeeping:
  • Maintain accurate accounting records, including cashbooks, ledgers, and financial statements, in compliance with accounting standards and regulatory requirements.
  • Process payments, advances, and reimbursements in accordance with approved budgets and financial procedures.
  • Prepare and submit financial documentation, including invoices, receipts, vouchers, and expense reports, for review and approval.
  • Assist in the preparation of financial forecasts, cash flow projections, and annual financial statements.
  • Administrative Support:
  • Oversee administrative functions, including procurement, logistics, travel arrangements, and office management, to ensure smooth project operations.
  • Maintain project files, records, and documentation in an organized and accessible manner, in line with project and donor requirements.
  • Support project meetings, workshops, and events by coordinating logistics, preparing agendas, and documenting proceedings.
  • Liaise with external stakeholders, partners, and vendors to facilitate project activities and ensure compliance with contractual obligations.
  • Compliance and Risk Management:
  • Monitor project activities to identify financial and operational risks, and develop mitigation strategies in collaboration with the Project Coordinator.
  • Ensure adherence to internal controls, risk management protocols, and regulatory compliance requirements to safeguard project assets and interests.
  • Support internal and external audits by providing documentation, responding to queries, and addressing audit findings in a timely manner.
