- Proven experience in administration and finance management issues
- Proven experience working with team and supporting them to implement financing and accounting principles
- Good knowledge and practices to meet donor compliances
- Excellent computer operation skills including accounting software Tally, Microsoft excel, word, power point, email and internet browsing.
- Have to be gender sensitive with sound knowledge and experience on gender issues.
Responsibilities & Context
Name of the Project: WASH System for Health (WS4H) project
Position: Finance and Admin Officer
Job Location: Paikgacha; with the occasional field visit to the project areas
Nature of job: Contractual, 30 months/ up to project duration – November 2027
Reporting to: Project Manager
Major Job Responsibilities:
A&AO is responsible for day-to-day task management in within an organization. This role requires multitasking across a range of responsibilities, including scheduling, handling payroll and accounting activities, receiving and forwarding communications, and taking care of more general clerical duties.
- Specific Job Responsibilities (Specific duties include but are not limited to):
- Creating, updating, and maintaining personnel records, financial records, and other records and database following the accounting standard and practices.
- Maintain Books of Accounts such as Cash Book, Bank Book, and General Ledger, including Advance, Salary, Fixed Asset, Stock, Tax, VAT, Leave and Cheque Issue Register.
- Prepare and check vouchers, accounts head and ensure approval as per table of authority before all kinds of payments and receipts.
- Must have updated knowledge and understanding of organizational procedures and guidelines with financial framework
- Ensure expenditures are in compliance with the approved budget, and plan of action,
- Knowledge about country TAX and VAT laws and deducted Tax and VAT where applicable.
- Deposit VAT/Tax to Govt as per policy
- Ensuring all kinds of payments timely and accurately
- Prepare Fund Request for monthly / and quarterly as per given format and send to the donor and Head Office timely.
- Prepare FD2,FD3 , Annual report for fund clearance from NGAOB as when required
- Prepare FD6 budget as per NGOAB guideline
- Prepare annual accounts for NGOAB
- Assist PM to collect UNO certificate for NGOAB as when required
- Prepare Monthly, Quarterly and Yearly Financial Statements of the Project as per donor reporting format, Audit Format etc. following timeline
- Assist in conducting final audit and fulfill the audit requirements
- Support in procurement process for the project related procurements
- Ensure that logistics and administrative arrangements are made timely with the concerned departments.
- support in developing multiyear budget as per the approved plan.
- Must consider the ‘value for money’ while dealing with financial instruments.
- Oversee the performance of administrative personnel, supervise and take initiative for improving their performance
- Any other tasks relating to the project as may be advised by project authority.
Compensation & Other Benefits
Salary Range:
Monthly salary BDT 44,000 (gross) with two festival bonus and annual salary increment as per policy.
Other Benefits:
Other admissible benefits will be given as per organizational rules and regulations.
