  • Provide support in facilitating external audits, monitoring through preparing financial statements, and providing bills/ vouchers, documents, financial reports, etc.
  • Facilitate team meetings and prepare the meeting notes/minutes, especially any financial issues. Perform monitoring and guidance to the project staff to maintain financial procedures for their expenses.
  • Provide assistance to the HR department in maintaining compliance and documentation for the project staff recruitment process.
  • Provide support in capacity development to project staff on financial issues.
  • Support in maintaining storage of project goods and ensuring proper inventory tracking records.
  • Maintain effective communication with project staff and different departments at FIVDB.
  • Assist orientation of suppliers, vendors, and contractors on standard policy, procedure, and compliance rules and safeguarding.

Reporting:

  • The Finance and Admin Officer will report to the Manager – Finance and Admin of FIVDB and will closely work with the Senior Officer – Sub Grants, and Cluster Coordinator of CNHA, CARE Bangladesh.

Working Conditions:

  • This position is primarily desk-based in Kishorgonj cluster office. However, there may be a need for field visits in accordance with specific project requirements and operational needs.

Responsibilities & Context

Job Context:

  • Friends in Village Development Bangladesh (FIVDB) is implementing the “USAID’s Community Nutrition and Health Activity (CNHA)’ funded by USAID” Project in Haor region Sunamgonj, Habigonj, Natrokona and Kishorgonj district in partnership with CARE Bangladesh. The present project tenure is up to September 2027.
  • USAID’s Community Nutrition and Health Activity (CNHA)’ funded by USAID, and implemented by CARE Bangladesh, aims to sustainably impact the nutrition and health of women and children in their first 1000 days of life. The activity will strive to achieve its goal by contributing to the areas of Strengthened community health systems to deliver nutrition, family planning, and health services; improving household nutrition and health behaviors; enhancing leadership and governance for improved nutrition; resilience of communities and households to potential nutrition shocks increased.
  • Friends in Village Development Bangladesh (FIVDB), is a Bangladeshi non-governmental organisation founded in 1979 under the Societies’ Registration Act, 1860. The organisation is also registered with the NGO Affairs Bureau and the Micro Credit Regulatory Authority, of the Government of Bangladesh.
  • FIVDB’s societal vision is that of ‘a vibrant society based on justice, equity, democracy and environmentally sound principles’. It works with the mission to give the disadvantaged women, men and children greater voice, reduce their vulnerability, increase their use of citizenship rights and help them enhance their quality of life. To that end FIVDB pursues educational, social and economic capacity building and social organization processes. It works to strengthen social protection and safety networks and participates in national and international outreach and advocacy.
  • Under this CNHA Project, the CARE Bangladesh consortium will work with different ministries, especially the Ministry of Health and Family Welfare (MoHFW) of the Government of Bangladesh (GoB) at the national, regional, and local levels, to improve nutrition status by strengthening the community health system and support the effective implementation of the Second National Plan of Action for Nutrition (NPAN2). This will work at multiple levels of local government institutions, specifically with the Nutrition Coordination Committees at the district, upazila, and union levels. The project intends to impact several of the core challenges selected districts face in the North (Rangpur), Haor (Kishoreganj), Padma Basin (Madaripur), and Coastal belt (Patuakhali) of Bangladesh.

Job Responsibilities:

  • FIVDB, a local partner of this project implementation is hiring a Finance and Admin Officer. Finance and Admin Officer will be responsible for the execution of financial and administrative activities of the FIVDB under the CNHA project while carrying out his/her day-today responsibilities. Under the guidance of the Manager – Finance and Admin, S/he will S/he will be responsible for implementing administrative, logistic, and financial activities for the project, which grossly includes filing and documentation, staff salary payment, advance adjustment, assistance in procurement and asset management, maintenance and reports related to the projects. S/he will be responsible for checking bills and vouchers for the project expenditures, assisting management with the payment, and maintaining records of expenses. S/he is responsible for maintaining working relationships with the key personnel from CARE and will work in close collaboration with the Senior Officer – Sub Grants and other project staff. S/he will also communicate and ensure financial requirements and policies with the program staff of the project.
  • Responsibilities and Tasks: % of Time:
  • Responsibility # 1: Project financial activities, including budgeting, monitoring, and reporting 40%
  • Provide support in planning, operations, and management of the project’s finance and budget.
  • Closely monitor and track the budget versus expenses with the approved project budget and work plan.
  • Maintain project financial filing and ensure all financial documents according to USAID, CARE, and FIVDB policies and procedures.
  • Assist in preparing financial reports, asset reports, and VAT reports. Conduct physical verification of project assets, update register/records, and prepare reports.
  • Responsibility # 2: Human Resources management and administrative support 30%
  • Prepare project staff salary statements and take appropriate measures to make payments on time.
  • Ensure advance to the project staff: staff traveling for field activities, etc., and make necessary arrangements for adjustment of their advance on time.
  • Arrange payment to consultants, vendors, and service providers, etc.
  • Maintain filing financial, administrative, and HR records in an organized manner and according to USAID, CARE, and FIVDB policies and procedures.
  • Facilitate, organize, and support the administrative activities such as ensuring field office set up, field movement, vehicles, assets, and logistics as per standards and guidelines.
  • Responsibility # 3: Assist project procurement activities 20%
  • Assist in the procurement of goods and services, including the preparation of the PR and subsequent follow-up for procurement.
  • Provide support in ensuring and arranging adequate stationery, materials, and supplies for training, project activities, and other events on time.
  • Responsibility # 4: Communication and liaison with partners and stakeholders 10%
  • Maintain effective communication between the key personnel of CARE to ensure the requirements are met accordingly and timely.
  • Maintain suppliers, vendors, and contractors’ contact information and communication.
