Finance Manager

Project Overview: The Feed the Future Bangladesh Inclusive Access to Finance Activity (IAF) is a $34 million, USAID-supported project that will unlock finance for small businesses and farmers, make agricultural supply chains more inclusive and sustainable, and improve inclusivity in the financial sector in Bangladesh. To accomplish this, IAF will engage strategic partners to deploy innovative solutions to address constraints in agriculture value chains and agriculture financing; deploy incentives and capacity building to financial institutions to expand appropriate and inclusive lending to or investment in agriculture; and engage the private sector to advocate for systemic improvements and scale social impact. From 2024 to 2029, The Bangladesh Inclusive Access to Finance Activity will unlock $448 million in finance, driving sustainable agricultural lending and promoting inclusive growth.
The Finance Manager is responsible for overall financial management and accounting for the project, including coordination with the project technical and operations teams as well as the Project Management Unit.
Role and Responsibilities:
Oversee day-to-day financial management and accounting for the project; maintain and manage financial accounts in coordination with Director of Finance and Administration, Project Accountant, and Palladium Home Office
Prepare project burn rate and support the development of pipelines, burn rate trackers, accruals and spending projections/forecasts
Ensure that the project complies with donor policies and regulations
Oversee day-to-day cash advances, petty cash and bank management including electronic bank transfers
Prepare monthly cash projections and submit the fund request to Home Office
Assist in establishing, maintaining, and updating organizational financial policies and procedures
Prepare and track project budgets and budget projections; budget variance, reviews expense reports, vouchers and payment requests, including proper back-up documentation to ensure compliance with established Palladium systems and the client’s rules and regulations
Work with the Director of Finance and Administration and Project Management Unit to develop annual budgets, projections, and financial plans
Supervise Project Accountant and ensure timely payments to staff, consultants, vendors and sub-grantees /sub-contractors
Oversee payments to vendors and contractors; track all tax withholding information and make available to project leadership
Maintain complete, accurate and timely financial records, prepare and submit monthly financial reports, and ensure supporting documents are filed appropriately
Prepare the mandatory government financial reporting and regular filing to NBR and VAT authority in Bangladesh
Ensure field offices payments are released in a timely fashion from the Dhaka office payment accounts
Manage payroll and tax remittance for all local staff
Monitor and compute individual annual tax returns, and their investment evidence per internal and external audit requirements
Ensure compliance with severance and unused leave accrual accounting guidelines
Maintain accurate, timely and updated account information; reconcile bank accounts and books on a monthly basis
Perform any other duties as may be directed by Director of Finance and Administration
Position Requirements:
Degree in accounting, finance, business, or related field
5 -7 years of experience in finance and accounts with international organizations
Experience with USAID accounting/financial procedures preferred
Experience in working with catalytic funding, including USAID-funded grants, preferred
Microsoft office suite proficiency and the ability to operate spreadsheet and word-processing programs at a highly proficient level
Proactive problem-solving, decision-making and good judgement skills
Demonstrated ability and commitment to manage confidential information
