Job Description: Finance Officer – Fashion Forward: Promoting a Just Transition for RMG Workers

Location: Dhaka, Bangladesh

Reports To: Project Manager

Project Overview:

Bangladesh is highly vulnerable to climate change, which, combined with inequality, demands urgent and bold action. Currently, both the government and the Ready-Made Garments (RMG) sectors are not held accountable for switching to renewable energy sources, meaning that workers and their communities may suffer the most from this transition. An unfair transition that worsens inequalities could lead to resistance from the public and workers, slowing down the shift in the global garment industry in Bangladesh and harming the lives, health, and jobs of the population and workers.

To tackle these issues, Safety and Rights Society (SRS), with support from Oxfam in Bangladesh, has launched a project to empower RMG workers to take collective action for a fair energy transition that secures jobs and livelihoods for them and their communities. The project aims to ensure workers are actively involved in the transition by equipping them with the necessary knowledge, skills, and strategies to participate meaningfully in clean energy initiatives.

The Finance Officer will support the implementation of the project, ensuring that Civil Society Organizations (CSOs), Women’s Rights Organizations (WROs), and Trade Unions (TUs) can work together to influence discussions with the government, RMG sector leaders, and financial institutions. The goal is to set inclusive targets for mobilizing resources and creating 4.1 million climate-resilient jobs as outlined in various national plans, including the MCPP, revised NDC, NAP, and BCCSAP.

The role includes assisting in project planning, coordination, financial monitoring, and stakeholder engagement to foster sustainable practices and ensure a fair transition for workers.

Key Responsibilities:

Job description:

Accounts Management:

Keep the organization’s and its projects’ accounting records updated, regular, and well-documented.

Handle fund management, grants administration, and related tasks.

Prepare periodic financial report as required by donor and organization as well.

Staff Training:

  • Train and orient relevant project staff on accounting methods and guidelines.

Budgeting and Reporting:

  • Prepare annual budgets and financial reports.
  • Assist the project management team in creating the annual budget and budget narrative.
  • Manage financial aspects of the project, including budgeting, recruiting, training, and regularly assessing financial procedures.

Auditing and Tax Matters:

  • Facilitate the auditing of funded projects’ accounts.
  • Manage the organization’s tax-related issues.
  • Establish a standard approach for preventing, controlling, and reporting fraud and corruption cases.

Office Administration:

  • Regularly maintain office administration tasks.
  • Liaise with relevant government and non-government institutions.
  • Keep and organize files and correspondences.

Program Accounts Management:

  • Maintain accounts for own implemented programs and prepare regular financial statements.
  • Manage petty cash as per the authority’s guidelines.
  • Facilitate purchasing of office supplies and maintain the asset register.
  • Ensure the project closing plan is executed as per donor requirements and in a timely manner.

Project Procurement Activities

  • Ensure the procurement of project goods and services follows required compliance.
  • Prepare and maintain inventory records.
  • Ensure availability of adequate stationery, materials, and supplies for training and activities.
  • Prepare an inventory disposition plan during project close-out as per donor requirements.

Project Documentation:

  • Assist partner donors and organizations in preparing project documents, including Management Information System (MIS) and Accounts Information System (AIS), and implementation plans in line with the foundation’s objectives.

Meetings and Additional Tasks:

  • Participate in monthly, quarterly, and annual review meetings of the organization.
  • Perform any other relevant tasks assigned by the authority.

Job Duration

Initially for 16 months. It is extendable based on availability of fund, performance and organization’s need.

Compensation & Other Benefits

Remuneration/benefits BDT- 40,000 – 42,000 (based on experience and knowledge) No other benefits.
