Responsibilities & Context

Duration of the contract: 12 months, with possible extension

Reporting to: Senior Finance Officer, Danish Red Cross (DRC)

The Danish Red Cross (DRC) has an enduring partnership with the Bangladesh Red Crescent Society (BDRCS), which is guided by a Country Office (CO) based in Dhaka, Bangladesh. The DRC Bangladesh CO is part of a Country Cluster which also composes a DRC Nepal CO. The Country Cluster is supervised by a Country Cluster Manager (CCM) (based in Dhaka).

The DRC Bangladesh CO support to BDRCS is guided by a Country Strategy that covers the period 2022 – 2025. The Country Strategy focus on support to communities to prepare for, anticipate, and respond to, and recover from disasters; the delivery of community health care services (including MHPSS); support to people to adapt to the impact of population movement; as well as promoting the engagement and inclusion of the most vulnerable, and marginalized groups in society. There is also an increasing focus on supporting BDRCS respond to the humanitarian impacts of the climate crisis within their programs, projects; integrate innovation as a priority; and explore new partnership opportunities.

Job Purpose:

The Finance Officer will be based in the DRC Bangladesh CO, which is an integrated part of the IFRC in Bangladesh and located in Dhaka. They will work under the supervision of the Senior Finance Officer, but in liaison with other members of the COs in Bangladesh. They will work closely with in the DRC Nepal CO to create common approaches to Finance, Logistics, and Administration across the Country Cluster.

The overall purpose of this position is to provide operational support (finance and basic admin) to the IFRC/DRC CO; in accordance with all applicable policies, procedures, and legislative regulations (IFRC, DRC, Government of Bangladesh, partners, donors, etc.) As required, he/she will be called to travel to areas where DRC is supporting programs/projects, to ensure compliance, and develop the capacity of BDRCS counterparts

Job Duties and Responsibilities:

Finance Management (80%)

  • Oversee and manage daily accounting and finance functions including the timely collect transactions invoice, preparing accounting vouchers in daily basis, cash management, banking, receivables, payables etc.
  • Review and process all bills and liquidations of the country office expenses with immediate effect. Finance Officer will do a thorough internal audit before any payments or adjustments in cash advance will be made.
  • Prepare all vouchers, payment to suppliers and vendors and claims of staff.
  • Maintain petty cash at Dhaka & Cox’s Bazar
  • Cheque requisition and liaison with the banks. FO will continue to correspond to the bank for matters and issues that are less sensitive.
  • Ensure deduction of VAT & Tax at source where applicable and timely deposit to the Government Treasury.
  • Ensuring a complete audit trail for each financial transactions, allocation, reallocations etc. and comprehensive filing system for all transactions.
  • Assist Senior Finance Officer for quarterly fund request to HQ for DRC CO, BDRCS & for any emergency purpose.
  • Coordinate and assist the IFRC/DRC CO and BDRCS in preparing the project budgets and subsequent revisions and ensure that donor-specific guidelines are adhered to.
  • Advise on situations that have the potential for a negative impact on internal controls or financial management performance
  • Issue Tax Deduction at Source (TDS) & VAT Deduction at source (VSD) Certificate & forward Treasury TDS & VDS Challan to the Suppliers.
  • To ensure all the compliance regarding finance & other issues its mandatory to make strong interpersonal relation with the IFRC, BDRCS, Vendor and other parties.
  • Ensure staff monthly salary, Tax deduction at source, Issue Pay slip & Salary Certificate, Deposit Treasury Challan to Govt. Revenue Collection Account
  • Calculation of Staff Gratuity & Provident Fund (PF) & Transfer Gratuity & Provident Fund to IFRC GPF Account.
  • Any other duties as specified by the Line Manager/Country Manager/Country Delegate

Administration (10%)

  • Act as the primary point of contact for operational and administrative needs of IFRC/DRC staff, in support of the Finance / Administration Assistance.
  • Information management, including filing, storage, and security of documents, as well as oversight of IFRC/DRC CO MS Teams’ automated processes, and procedures.

Coordination with different stakeholders (10%)

  • Support the Senior Finance Officer liaising with counterparts in the IFRC/DRC CO; BDRCS HQ and district chapter offices, IFRC and members, as well as relevant government agencies, and suppliers of goods and services.
  • Participate in staff coordination and other meetings as required.
