Education

Additional Requirements

Experience in international non-profit, preferably with overseas offices in Bangladesh.

Strong government accounting experience and experience with USAID, FCDO or other donor agency regulations highly preferred.

Strong candidates will exhibit excellent organizational and interpersonal skills, ability to work under difficult circumstances with limited resources, and ability to form productive relationships with host country counterparts and training institutions.

As a not-for-profit, independent research institute based in North Carolina, USA, RTI has roughly 6,000 employees with global experience implementing international development projects. RTI’s Global Health Division (GHD) within the International Development Group, works in Malaria and Neglected Tropical Diseases; Global Health Security and Public Preparedness; Heath Systems Strengthening – including Health Governance, Health Finance, Human Resources for Health, Capacity Building, and Health Policy and Advocacy; and Integrated Care – including Reproductive, Maternal, and Child Health and Family Planning. We address a range of public health problems to reduce disparities, lower disease burdens, and build locally owned sustainable health programs in lower- and middle-income countries.
Program Description

USAID/Bangladesh has recently awarded RTI a $60 million USD, five-year Cooperative Agreement to strengthen local level health systems to deliver quality, equitable public health services while optimizing resources to improve the health status of all Bangladeshis residing at the local level.

This Activity will focus on the following four objectives: 1) Strengthen Systems for Local-Level Evidence-Based Planning, 2) Strengthen Systems to Deliver Equitable, Quality, Integrated Local Level Public Health Services, 3)

Improve Enabling Environment to Operate Local Level Public Health Systems, and 4) Improve Local Level Public Health System Resilience.
Position Description
-
RTI is seeking a Grants Manager to manage a large grants program under USAID Bangladesh Strengthening Local Level Health Systems (SLLHS). This position will report to the Finance and Operations Director.
Responsibilities
-
Develop and implement the grants management program with the input and oversight of the Chief of Party, Finance and Operations Director, and the RTI ARO Grants and Procurement team;

Review subrecipients’ manuals and policies for compliance with USAID regulations and terms of their subagreemeents for SLLHS, recommend changes if needed, and follow up on implementation of recommendations;

Provide financial and compliance monitoring of subrecipients of funds: periodically review and monitor budgets, review financial reports and supporting documentation, make periodic on-site review of documentation and report observations and findings to the project management;

Ensure timely reporting of required contractual obligations (monthly and annual VAT reports, inventory reports, accruals and budget projections reports, etc.)

Oversee grants management process with partner organizations, including grant proposal tracking, and review and approval process;

Issue Request For Applications (RFAs) in consultation with the Technical Team and Chief of Party/Deputy Chief of Party, Finance and Operations Director;

Facilitate the setting up and convene meetings of the Grants Technical Evaluation Committee (TEC);
-
Review financial proposals from NGOs/CSOs, including negotiating annual budgets;
-
Coordinate and conduct pre-award assessments; assign risk levels to grant implementers;
-
Ensure that the grants package is complete and accurate and uploaded in GMS (Grants Management System);

Provide guidance to grantees on rules and regulations applicable to grants instruments, as well as financial reporting;
-
Provide training, as required, to build operational capacity of implementing partners & grantees;
-
Coordinate execution of award documents (pre-award authorizations, awards, modifications, etc.);
-
Maintain files including records on monitoring and evaluation and other quality control activities (financial, programmatic, proof of performance);
-
Review grantee performance and ensure compliance with award terms and conditions;
-
Coordinate field activities and communication among grantees and USAID (e.g., legal, finance, status reporting, procurement);
-
Work with program staff to ensure regular monitoring of grantees, developing and coordinating monitoring plans and efforts;
-
Travel to grant implementation sites and grantees’ offices for monitoring and evaluation of grant activities, training of grantees, compliance checks;
-
Review and process grantees invoices in coordination with Technical Teams for performance; measurement and with Finance unit for financial compliance assessment;
-
Ensure timely financial disbursements and compliance with grants financial management policies, monitor all grant expenses and provide regular updates on grant status;
-
Manage property purchased under grant funds – maintain equipment records, conduct physical inventory of equipment and manage handover of equipment to grantees at the end of the grants, with USAID’s approval;

Serve as a coordinator for cost share coming from subrecipients of funds and grants; develop efficient and compliant processes, mentor on compliant cost share reporting; plan and track cost share recording;

Coordinate Close-out for completed grants in a timely manner;

Perform other related duties as may be assigned.
