  • Prior experience in administering milestone-based grants for USAID-funded regional projects
  • Expert knowledge and efficiency working with financial control processes, payment systems, results-based management, project monitoring, and grantee management
  • Proven ability to handle multiple tasks in a fast-paced, deadline-oriented environment
  • Strong Microsoft Excel skills, as well as a background in budget review and cost analysis to ensure maximum efficiency of grant resources
  • Fluency in English (reading, writing, and presentation skills) with strong oral and written presentation skills

Position Summary:

Tetra Tech is recruiting an experienced Grants Specialist in support of the USAID Bangladesh Advancing Development and Growth through Energy (BADGE) project. The Grants Specialist will be responsible for the overall management of Grants activities for the BADGE Project. The candidate will take care of the development of the Scope of Work in coordination with the technical team, evaluation of the proposal, award of the grants package, evaluation of grantee, close out of grants, etc. This position is full-time, and hiring is contingent upon USAID approval. Interested candidates must be eligible to work in Bangladesh.

Responsibilities:

  • Oversee and administer the full life cycle of the grant-making process- from start to finish, including design and issuance of Requests for Applications (RFAs), Request for Proposals (RFPs), shortlisting, evaluation/review of grant applications including Expression of Interest (LOIs), budgets, and full proposals, pre-award assessments, develop SRM Plan, negotiation, preparation of grant agreements, modifications, cost -share plan, grant disbursement, sub-recipient monitoring, and closeout.
  • Monitor grant recipients to ensure adherence to USAID and Tetra Tech regulations on procurement, financial reporting, and documentation.
  • Support the development and revision of the grant’s manual, templates, and forms in support of grantees.
  • Advise grantees on BADGE and Tetra Tech operational policies and procedures related to their awards
  • Participate in the selection process and lead the grantee evaluation committee meetings.
  • Coordinate with technical team to draft scope of works with relevant requirements.
  • Organize and facilitate site visits to the grantees per standard process set in grants manual in order to support and strengthen grantee capacity and minimize the overall risk level of the grantee organization.
  • Coordinate and provide oversight to all grant activities and implement grant modifications on an as-needed basis.
  • Coordinate with Operations Director and home office staff (HOPM and Contracts Manager) on due diligence and anti-corruption efforts for award of grants and payment of funds.
  • Monitor and review grantee milestone reports; verify and process the milestone payments; as well as maintain and update the grantees’ payment tracker.
  • Liaise with communications and MEL specialists to support the development of knowledge products, collection of performance indicator data, and preparation of communication pieces.
  • Perform other relevant duties as assigned.
