Additional Requirements

• Minimum of 10 years of proven experience with:
• Working in MEL in USAID funded programs.
• Supervision of MEL personnel.
• Complying with USAID MEL procedures, reporting requirements, and documentation management.
• MEL methods and approaches (including quantitative, qualitative and participatory rapid appraisal).
• Planning and implementation of MEL systems.
• Training and guiding staff in MEL systems and tools development, and their subsequent use.
• Facilitating learning-oriented analysis sessions of MEL data with multiple stakeholders.
• Information analysis and report writing.

Responsibilities & Context

The responsibilities of the Head of MEL will include the following and other tasks as assigned:

• MEL system Management:
• Help revise the project MEL Plan and develop the annual MEL workplan
• Review and revise the overall framework and instruments/ tools, user manual required for project MEL activities
• Conduct IDQA visits to ensure compliance with data quality standards.
• Manage all data consistent with requirements and ensuring an auditable quality of all of BANI’s indicators.
• Contribute to the design and manage quantitative data collection as scheduled e.g. Routine Participant survey, Annual Survey, Adolescent Girl Survey, Resilience Survey.
• Oversee and provide guidance to internal and external teams including providing coordination and on-the ground support for any/all, evaluation activities and logistics.
• The Head of Monitoring Evaluation and Learning (MEL) for the Bandarban Agriculture and Nutrition Initiative (BANI) will report to the Chief of Party (COP) and is responsible for providing leadership to the BANI MEL team and ensuring compliance with the project’s approved MEL Plan, MEL annual workplans and all related requirements. S/He will provide managerial oversight of the MEL team and all MEL related deliverables which are designed to assess progress against targets in the project areas in a timely fashion. The Head of MEL will guide and support BANI staff to understand and apply the established MEL systems and provide technical expertise and strong management of the MEL team to ensure high quality design and delivery of all MEL activities and ensure coordination with all related units/areas. S/He will contribute to staff training and mentoring in MEL and will represent BANI within MEL professional associations and forums. S/He will provide data as needed to the COP and other team members so that timely actions/steps are taken to achieve the desired results. S/He will also be responsible for all MEL project closeout activities as described in the MEL closeout plan.
