BRAC Health Programme has been implementing TB Control Project for more than three decades in collaboration with the National Tuberculosis Control Programme (NTP). BRAC works through community engagement in a people-centered approach and plays a pivotal role in TB case detection, referral, treatment, contact screening, and providing TB preventive treatment (TPT) to combat TB throughout the country. With the support of USAID, BRAC is going to implement TB diagnostic network strengthening (TBDNS) activities aiming for equitable access to diagnostic networks and streamlined linkages to care and treatment for TB patients in collaboration with the NTP to strengthen Tuberculosis (TB) diagnostic and treatment services in Bangladesh.

Through comprehensive activities under this project, BRAC seeks to address key challenges in the TB diagnostic and treatment landscape. By conducting Patient Pathway Analysis and Equity Gap Analysis, BRAC aims to identify bottlenecks within the TB diagnostic network and provide recommendations for ensuring equitable access to services across diverse geographic and demographic contexts. This analysis will inform the development of a Diagnostic Network Optimization Action Plan, facilitating strategic interventions and recommendations tailored to the needs of policymakers and stakeholders. Furthermore, BRAC is committed to strengthening public-private partnerships and enhancing treatment initiation among TB patients diagnosed in the community, generating evidence through innovative approaches. Thus, BRAC endeavors to expedite treatment initiation and improve the outcome of TB patients across the country.

Job Purpose: The Head oversees the implementation and enhancement of project activities, working closely with the National TB Control Programme (NTP) and relevant stakeholders. This role focuses on optimizing resources, strengthening the TB diagnostic network, and improving the linkage to treatment through public-private collaboration, thus achieving the strengthening of the national health system.

Key Responsibilities

  • Strengthen the government health system by improving the TB diagnostic network in collaboration with public and private stakeholders nationwide.
  • Plan and mobilize resources to ensure optimal utilization and smooth implementation of project activities.
  • Contribute to the development of relevant policies, strategies, national SOPs, and guidelines at the national level and beyond.
  • Plan, design, and develop innovative proposals and concept notes, including activity/ work plans, budgets, result frameworks, Memorandum of Understanding and Terms of References.
  • Lead the development of concept notes for in-depth analyses (e.g., patient pathway analysis, equity gap analysis) to identify bottlenecks in the National TB Control Programme, Bangladesh.
  • Analyse and manage the programmatic and financial performance of the project, addressing challenges during implementation.
  • Develop strategies for integration of the TB module into an Open-Source Smart Register Platform in the planned areas and ensure its execution.
  • Strengthen public-private collaboration and the specimen referral system by engaging relevant public and private sectors.
  • Provide technical support, ensuring capacity building of project staff and orienting relevant stakeholders to strengthen the diagnostic network.
  • Oversee the implementation of planned activities through report analysis, review meetings, field trips, and supportive supervision.
  • Represent the organization in various forums, meetings, and conferences at national and international levels to achieve project goals.
  • Promote and practice BRAC’s Gender Policy, supporting the implementation of gender equality and women’s empowerment at all levels.

SAFEGUARDING RESPONSIBILITIES

Establish a safeguarding culture across all levels of the programme by implementing the safeguarding policy. Act as a key source of support, guidance, and expertise on safeguarding to create a safe working environment.

Ensure team members are appropriately trained, supported, and have access to resources regarding safeguarding issues, in accordance with the safeguarding policy and procedures.

Follow the safeguarding reporting procedure in case of any reportable incidents and encourage others to do so.
