Additional Requirements

  • At least 05 years working experiences in the field of Health and/or Psychosocial Support, of which 2 years of management experience (managing at least 10 staff directly) is a requirement for this position as it necessitates a high degree of coordination of different stakeholders and guidance of staff. Working experience in the field of emergency response and in the Rohingya crisis context is an advantage.
  • Priority will be given to candidates who demonstrate a high level of motivation and good communication, social, and interpersonal skills.
  • Age Limit : 45 years (may be relaxed for potential candidates).

Skill Requirements:

  • Candidates must be self-starters and professionally competent.
  • Sound knowledge on both Health and PSS.
  • Applicant must have proven skill as managers with dealing significant no. of staff.
  • Candidates must be skilled in leading and working in a multi-faceted team.
  • Candidates must be proficient in English in both written and spoken.
  • Must have good documentation and communication skills.
  • Good computer literacy in MS Word, PowerPoint and Excel and IT familiarity (e.g., internet & web browsing/communication) is must. Typing both in English and Bangla (Bjoy software) is desirable.
  • Candidates must be highly skilled in quality narrative and numeric reporting.
  • Knowledge of digital data collection (e.g., Kobo) is an advantage.
  • Community mobilization experience will be considered as an asset.

Responsibilities & Context

Red Cross – Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President’s Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable people over the last 53 years and has undertaken a wide range of activities in humanitarian response, disaster management, livelihood, health, WASH, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.

BDRCS, under its Population Movement Operation (PMO), has been providing humanitarian services since 2017 for the displaced Rohingya people from Rakhine state of Myanmar who have been sheltered in different camps in Ukhiya and Teknaf of Cox’s Bazar. Under the PMO, in coordination with the ISCG health sector, Civil Surgeon, RRRC and other concerned stakeholders, we have been operating 16 Health facilities (Field hospital, Health Post, Primary Healthcare Centre) and implementing various health activities, including primary healthcare services and Community Based Health outreach etc. Currently BDRCS is looking for a suitable Bangladeshi national for the following position under the PMO in Cox’s Bazar:

Sector/ Project : Health & Care, PMO.

Reporting line: Health & PSS Manager, PMO.

Duration of contract: Up to 31 December 2024 (with possibility of extension).

Dutystation : PMO, Cox’s Bazar with frequent movement to the field.

Purpose of the position:

Ensure the proper coordination of the health programs and projects supported by different Red Cross Red Crescent partners under the PMO are well organized.

Assist the Health & PSS Manager to ensure the smooth planning and implementation of the Healthcare and Psychosocial Support (PSS) Programs, including operationalization of health facilities (Field Hospital, PHC, HP etc.) by ensuring timely and adequate planning and coordination among relevant internal and external stakeholders.

Ensure good collaboration and coordination with relevant Government agencies, UN agencies, INGOs and Red Cross Red Crescent partner to facilitate quality implementation, supervision and monitoring of the overall health programme under the PMO.

Adequate implementation and further improvements of the Healthcare and PSS Programs.

Roles and responsibilities:

  • In coordination with the PMO management and Health Sector Manager, ensure continuous planning, monitoring, quality and timely implementation of all activities.
  • Proper coordination with medical and non-medical staff of the PMO health programs and provide them proper guidance.
  • Coordination with the external and internal stakeholders in terms of Health Programme.
  • Follow up the strategies and proper implementation with the team members.
  • Regularly visit the project areas and health facilities for monitoring and quality control purposes.
  • Monitor, regularly update and identify gaps on medical supplies including logistical assets required to ensure the smooth operation of all PMO related health facilities in Cox’s Bazar.
  • Undertake any other tasks as assigned by the higher authority as and when required.

Reporting and Documentation:

  • Prepare good quality reports and evidence-based documentation of project health-related activities including case studies.
  • Support the program team, volunteers, and mobilizers to effectively assess, design, monitor and report on project activities regularly.

Teamwork:

  • Work in close coordination with other programs within the BDRCS and with Partner National Societies to ensure program implementation is done in an integrated manner.
  • Ensure the mainstreaming of the community engagement and accountability process and protection, gender and inclusion across the PMO health programme.

Leadership and Capacity Development:

  • Guide and supervise Doctors, Midwives, Nurses, PHC Officers, Camp Mobilizers, Volunteers for quality implementation of the project.
  • Provide regular technical support to field staff, incl. guidelines and SOPs on Health, PSS and Outreach activities.
  • Build capacity of Health/PSS Facilitators as per need of the projects.
