At least 3 years of DHIS2 configuration and administration experience.
Experience in carrying out similar assignments with the Ministry of Health.
Previous experience in similar projects is an asset.
Experience in PostgreSQL, Rest Web API, Java and other developer tools.
Proven experience in troubleshooting software and server environments.
Expertise in relevant programming languages, tools, or platforms.
Knowledge of server architectures, database management, or cloud infrastructure.
Strong analytical and problem-solving skills.

Languages: Fluency in spoken and written English is a requirement

Reporting: Weekly meetings, system documentation/test reports, and final reporting to the technical committee.

Other Requirements:

Expertise and hands-on experience with Web Applications and programming languages such as HTML, HTML5, CSS, JavaScript, JQuery and API’s·
Familiarity with at least one of the following programming languages: PHP, Python, ASP.NET, .NET languages (e.g., C#, Visual Basic .NET)·
Familiarity with databases like PostgreSQL, Oracle, NoSQL etc.
Ability to handle big data.·
Proficiency in version control systems like Git is essential for collaborating with other developers and managing source code changes.·
Knowledge or hands-on design experience with Web Services (REST, SOAP, etc)

Duration and Dates of the Assignment:

From 01 March 2025 to 30 June 2025 (with the possibility of Extension)
Work 40% (part-time) during the above-mentioned period
Total amount of days/weeks/months to be worked: 2 days per week.
Location(s) (Specify if working from home): Dhaka, Cox’s Bazar ( Hybrid Modality)

Reporting to:

For technical reporting, UNHCR Public Health Officer. For administrative reporting, Project coordinator GK
If yes, specify the destination(s) and period(s): Once or Twice during the contract period (Dhaka – Cox’sbazar)

Duties and Responsibilities of the Consultant

The duties and responsibilities of the staff member will include the following.·

Middleware work:

Troubleshoot support of the Middleware, developed for iRHIS and DHIS2 integration.-
Continuous monitoring of the middleware.
Training the UNHCR relevant staff (PH, IM)
Testing and Maintaining Data Log.
Maintenance of Middleware server.
To identify and resolve critical issues affecting the software or server.
To improve system performance, security, or reliability.
To provide recommendations for ongoing maintenance and best practices.

Communication and Reporting:

Keeping continuous communication through mail and phone with the UNHCR technical team.
Attending online meetings with UNHCR CXB and HQ team.
Attending physical meetings on a need basis.
Submission of weekly Activity report to UNHCR.
Communication with HQ technical and Developer team of UNHCR.

Supervisor:

The staff member will be technically supervised by the Public Health Officer, UNHCR.

Others:

Conduct a knowledge transfer session with in-house IT staff.
Deliver recommendations for proactive monitoring and maintenance
Implement fixes or patches to address identified problems.
Analyse existing software/server logs and configurations.
Identify root causes of issues (e.g., crashes, slow performance, security vulnerabilities).

Work Modality

Online Support from Dhaka, with periodic travel to Coxb’sazar, field mission.
Weekly 2 days dedicated support to the implementation of the integration project
