Responsibilities & Context

Brief description of the project:

The purpose of the Urban Health Activity is to strengthen urban health systems, with the goal of improving equitable health outcomes among all urbanites. To achieve its goal, the activity will work with municipalities and city corporations and focus investments on establishing and strengthening urban health systems to provide quality, equitable public health (including health services), optimize available resources, and become more resilient. This Activity will focus on the following four objectives: 1) Improve the capacity of local health authorities to conduct evidence-based analysis of local health systems and epidemiology for decision-making; 2) Institutionalize evidence-based planning; 3) Strengthen urban health systems; and 4) Strengthen urban health system resilience and responsiveness to shocks and stressors.

Location: City Level (TBD).

Job Summary:

The HSS and Resilience Manager is a full-time position with the Bangladesh Urban Health Activity in targeted city areas in Bangladesh. The Manager will report to the respective Urban Health Coordinator. The position will coach, mentor, and collaborate with the CAM team to ensure quality, efficiency, and result-oriented performance related to urban health system strengthening, climate risk, and disaster management.  The position will assist the Urban Health Coordinator in managing, coordinating, and monitoring the implementation of the project’s deliverables. In addition, the position will also collaborate with the Health & Family Planning Department and other local stakeholders to strengthen management, governance, and leadership systems for sustaining urban health activities. Moreover, the manager will coordinate with other city team members to develop annual work plans and progress reports for submission to the UHA national team and undertake other necessary project documentation.

Desired Qualifications:

  • A Master’s Degree in Management, Social Science, urban planning, health economics or a relevant discipline, work experience in health system strengthening, or a relevant discipline.
  • Minimum five years’ experience in health system strengthening programs in Bangladesh.
  • Personal and professional commitment to health system capacity building and addressing health equity issues.
  • Knowledge of USAID approaches and regulations.
  • Demonstrated ability to work effectively with government representatives, private sector entities, non-governmental organizations, donors, and other stakeholders, particularly at the sub-national levels.
  • Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations.
  • Creative problem-solving skills with the ability to work effectively in resource-constrained environments.
  • Good oral and written communication skills in English and Bangla.

Primary Responsibilities & Duties:

  • Assist the Urban Health Coordinator in assessing the respective CAM’s capacity and technical gaps.
  • Provides technical support through mentoring and formal & informal discussions with the LHAs to ensure the smooth implementation of activities following the CAM’s Annual Plan.
  • Coordinates and communicates regularly with local health authorities (LHAs) and other stakeholders to ensure technical assistance and develop capacity to achieve program targets.
  • Close monitoring of program activities, ensuring that activities are aligned as per plan and regularly updated to the Urban Health Coordinator and CAM Leadership.
  • Identifies and promptly resolves project issues, implementing improvement plans to uphold project timelines and adhere to budgetary constraints.
  • Builds, develops, and grows relationships with local networks/platforms and government and non-government stakeholders vital to the project’s success.
  • Coordinate with climate change and disaster management coordination platforms at the city level.
  • Based on the assessment findings and existing government data, support CAM in including climate risk and disaster mitigation activities in their annual plan.
  • Ensure technical support to CAM and the health department for developing resilient health systems at the city level.
  • Support the Urban Health Coordinator in exploring potential resources for sustaining urban health activities.
  • Facilitate and coordinate with respective LHAs for the functionality of the Urban Health Coordination platform,
  • Closely works with Senior Advisor HSS to facilitate UHA technical assistance within the project framework, coordinating with CAMs and other key stakeholders at the city level.
  • Contribute to developing an annual work plan, procurement, and expenditure plan and submit it to the Urban Health Coordinator.
  • Any other duties assigned by the supervisor.
  • Involvement in any emergency response assigned by the organization.
