It is necessary to have at least Five years of professional experiences, two of which must be spent in administrative and instructional capacities. Alongside this, there should be a track record of success in project management,report writing, collaboration, and training administration.
Experiences of youth development sector including liaison with GOB and NGOs
Strong understanding of MEAL frameworks and methodologies.
Proficiency in data analysis and visualization tools (e.g., Excel, SPSS, Kobo, Power BI).
Excellent written and verbal communication skills in English and Bengali.
Experience working in a multi-cultural and multi-disciplinary environment.
Familiarity with USAID regulations and guidelines.
Strong problem-solving and analytical skills with the ability to identify & resolve project-related issues and problems.
Commitment in delivering high-quality tasks for sustainable impact and promote innovation
The ability to identify and address challenges in a timely and effective manner.
Skills to negotiate agreements with stakeholders and partners.

Responsibilities & Context

Job Summary:

The Dhrubotara Youth Development Foundation (DYDF) is a Non-Profit Organization dedicated to community development, youth engagement, and volunteerism, and is seeking a dynamic Hub MEAL Officer for a project to drive positive change in the areas of socio-economic development and capacity building in Bangladesh through Youth development approach. This position will be based in the Rangpur Head Office under Rangpur Region. The strategic partners for the project are Department of Youth and Development (DYD), UCEP, CARE/ including other partners etc..

This Project is seeking for a highly organized and conversant development individual to join the DYDF team as Hub MEAL Officer. The applicant who has experience with division and sector will get preference for youth. The Hub MEAL Officer, will be responsible for overseeing the implementation and coordination of the project and work collaborative approach with all engaged stakeholders. S/He will ensure its successful execution and timely completion of work under the guidance of UCEP and CARE Bangladesh. The candidate should possess strong leadership skills, excellent communication abilities and a proven record of accomplishment of successfully managing complex projects.

The Hub MEAL Officer will play a crucial role in ensuring the effective implementation of the USAID Bijoyee Project’s Monitoring, Evaluation, Accountability, and Learning (MEAL) framework. This position will be responsible for overseeing MEAL activities within a designated hub, ensuring data quality, and supporting evidence-based decision-making.

This position will be based in Rangpur Hub office. S/he will report to the Hub Meal Manager. S/he will be responsible for management of the hub office and quality implementation over the project period as per plan and budget with full accountability. Frequently, this position will participate and organize all relevant meetings of the organization and will maintain networking with different level stakeholders. Hub MEAL Officer will supervise Manager-Skills and Employment, Advocacy & campaign Manager, Grassroots YLO development manager, Finance and Admin. Manager, and provided all out support for staff friendly working environment development and ensure safeguarding. From the DYDF head office the CEO and Program Director will make supportive supervision and monitor process forwarded support as necessary.

Responsibilities and Tasks :

Experience of work as MEAL officer in NGO or INGO and knowledgeable about implementing MEAL systems.
Strong knowledge and experience in designing and developing MEAL systems, frameworks, and tools to monitor project activities and outcomes.
Ability to develop variable indicators measuring units for effective monitoring.
Proficiency in data management, data entry, and record-keeping systems to ensure accurate and organized documentation.
Excellent communication and interpersonal skills to work collaboratively with the MEAL Manager, program team, and other stakeholders. Collaborate to develop and implement comprehensive MEAL plans aligned with project objectives and USAID guidelines.
Strong time management skills to prioritize tasks, meet deadlines, and ensure timely completion of MEAL activities.
Capacity to use monitoring data for organizational learning and program improvement.
Oversee the collection of high-quality data through various methods, including surveys, interviews, and observations.
Develop and implement data management systems to ensure data integrity and accessibility.
Generate periodical project reports for donors.
Understanding of MEAL best practices, methodologies, and ethical considerations.
Capacity to identify gaps and challenges and assist in developing necessary solutions.
Facilitate learning processes through knowledge sharing, documentation, and dissemination of lessons learned.
Perform other duties as assigned by the management..
