  • Experience developing systems, tools and operating and HR procedures.

  • Experience with MS Excel required; strong knowledge of MS Office applications and experience with Access preferred.

Background:

POSITION SUMMARY

This position will fall under the Environment and Energy (E2) Group is comprised of three units: Ecosystem Services, Clean Energy, and Forestry and Natural Resource Management. The E2 group collaborates closely with other Winrock Groups, including Agriculture, Resilience and Water; Human Rights, Education & Empowerment, The Wallace Center, Domestic Programs, and Corporate Affairs, to identify and implement cutting-edge solutions to climate change. Winrock is a non-profit organization that works around the world to increase economic opportunity, sustain natural resources, and protect the environment. Winrock strengthens the capacity of women, children, youth, civil society organizations, and the private sector to actively participate in sustainable development and to positively impact society.

The United States Agency for International Development (USAID) funded ClimAct activity will be based in Dhaka, Bangladesh. The activity is focused on supporting Bangladesh’s transition to net-zero and climate-resilient development pathways. This involves three key objectives: catalyzing climate-positive shifts in the policy landscape, transforming economic and financial systems, and enhancing governance and citizen engagement.

POSITION SUMMARY:

The Human Resources and Operations Manager will be responsible for managing recruitment and hiring of local staff, oversight of benefits, allowances, and payroll, and operations including administration, logistics and property oversight S/he will support the day-to-day support needs of all project staff and supervise the day-to-day field presence in the areas of operations (including the project’s facilities such as office space, equipment and project vehicles), administration, logistics, and report all operational cost and forecasting to the finance manager S/he will also support with other aspects of operations such as information technology, transportation, travel, vendors, procurement, consultants, security, facilities, inventory, etc. The Human Resources and Operations Manager will also develop, maintain, and update the project Human Resources Manual and other standard operating procedures (security, procurement, etc.) in compliance with USAID and Winrock policies and procedures as well as the Government of Bangladesh’s local labor laws. The Human Resources and Operations Manager will report to the Deputy Chief of Party/Operations and the Winrock home office Program Manager.
