Education

  • Bachelors in Human Resources or equivalent

Additional Requirements

Education and professional experience • with at least 5 years of experience in HR management.

• MBA in HRM or PGD in HRM is an advantage.

• Working experience in humanitarian projects delivered by NGO’s.

• Advance excel proficiency will be preferable.

• Knowledge of donor regulations, fiscal laws pertaining to NGO’s,

Professional requirements • Good knowledge of security management in humanitarian context.

• Excellent computer skills.

Language • Fluent English skills (written, spoken and reading)

Personal requirements • Willingness to accept frequent field missions.

• Strong attitude to take initiative, work autonomously and achieve results effectively.

We are one of the international aid organizations supporting projects to combat hunger, poverty, and injustice in 31 countries on four continents. We also provide emergency relief for victims of natural disasters and armed conflict worldwide and support the welfare and social work in Eastern Europe and in the Middle East. In Switzerland, we champion the rights and the integration of refugees and socially disadvantaged people.

GENERAL CONTEXT AND BACKGROUND:

We are active in Bangladesh since 1975 and are registered by the NGO Affairs Bureau. Our development cooperation department mostly focusses on projects for ethnic minorities (Dalits and Adivasi) in Northern Bangladesh. The Humanitarian aid office is responding to Rohingya crisis, managed directly by the Humanitarian Aid Department from the office in Cox’s Bazar and field offices in camps as well as at upazila levels. Since 2017, we are implementing humanitarian projects addressing shelter needs of camp dwellers and WASH needs in healthcare facilities for the host communities.

ROLE PURPOSE:

The HRO will work closely with Logistics and HR Manager to execute all Human Resource related functions as delegated. S/he ensures that organizational policies, regulations as well as country laws in the areas of admin and HR are being respected at all levels.

MAIN RESPONSIBILITIES AND TASKS:

Main responsibilities Tasks

  • Recruitment & Selection KEY AREAS OF ACCOUNTABILITY:
  • Support the departmental heads to manage total process of each recruitment of Humanitarian Aid office
  • Provide inputs to job descriptions, preparing job advertisement, long listing, coordinate technical test and interviews.
  • Coordination with hiring managers to facilitate the hiring process in a timely and efficient manner.
  • Ensuring HR Legal Validation and hiring process for both staff and casual workers.
  • Reviewing and ensuring recruitment related documentations are being filed as per standard.
  • Represent HR in interview boards and maintain highest standards in terms of facilitating the interview board to select the most qualified and suitable candidate.
  • Assist Logistics & HR Manager to meet the queries of the filed staffs in the area of policy & procedure.
  • Coordinate staff induction and continue update the systems as well as organize orientations as required
  • Support the Logistics and HR Manager proper handling audits related to HR issues.
  • Leave, Attendance & Payroll Management • Monitor employees’ attendance (digital & paper based) & leave records in all offices & ensure collection within cut-off date to support payroll process.
  • Prepare Monthly payroll and obtain required validation.
  • Prepare and disburse monthly payslip within given deadline.
  • HR Administration
  • Lead the ID card preparation for National Staff & Casual Staff within given timeframe.
  • Manage personnel files and continue update when required.
  • Follow up on probation evaluation & ensure validation of the evaluation form respective line manager of the staff members.
  • Ensure properly archiving of Human resources related files like: Recruitment Attendance, leave, payroll & others.
  • Prepare contracts, certificates and letters as requested.
  • Coordinate with group life insurance authority to support staff for their medical reimbursements according to agreed criteria & processes.
  • Safeguarding and Capacity building
  • Lead orientation and induction of all staff on code of conduct, Gender and Safeguarding policies, and other policies. Ensure all staff have signed of the organization’s code of conduct and other policies/SOPs accordingly.
  • Conducting HR sessions with field colleagues (Including Volunteer & Casual Staff) to make them aware of HR Policy & their benefits packages.
  • Plan and organize trainings for the hiring managers and ensure transparency of the recruitment process.
  • Organize other capacity building training, education, sessions and events as requested.
  • Staff Wellbeing & Safeguarding
  • Communication with colleagues whoever is in long term sick leave/accidental leave & give support if requested.
  • If requested, provide assistance as much as possible during emergencies when staff encounter sudden challenges.
  • PSEA, FCRM & Grievance handling
  • Act as a focal point of PSEA issues including awareness and capacity building, case handling including ensure referrals of the cases as per PSEA policy.
  • Participate in investigations on PSEA issues if requested by the HQ.
  • In consultation with line manage, properly handle grievances as per grievance management procedure.
  • Promote and manage PSEA and HR related Feedback and Complaint Response Mechanism according to suggested SOP.
  • Safety and Security
  • Share any security information with the HAD & Logistics and HR Manager.
  • General
  • Deliver high quality results in line with the terms of reference agreed in advance – to do this in a way which maintains the reputation of the Humanitarian Department.
  • Comply with organizational policies and practice with respect to code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • To perform other responsibilities as agreed with your line management.
  • Proactively support and implement commitments to gender equality, child protection and disability sensitivity: i) Implement all work-related activities with a gender, disability and child protection lens, considering the different needs, concerns and ideas of our staff and beneficiaries ii) Ensure the incorporation of gender equity principles in all policies and activities iii) Encourage the participation of all genders in meeting and in decision making process. iv)Help building an inclusive office environment where people do not feel disadvantaged or judged according to their identity and job profile.
