Requirements

Education

Education Essential degree in Law, Humanitarian affairs, Political Sciences or related university degree.

Experience

  • Essential previous working experience of at least two years in research, analysis and advocacy
  • Essential experience with MSF or other NGOs.
  • Desirable working experience in developing countries.

Knowledge Knowledge Essential computer literacy (word, excel and internet)

Languages Mission language (English) and Local language (Bengali) essential.

Responsibilities & Context

CORE TASKS:

• Implement the already developped project advocacy strategy by creating actionable objectives and establishing routes for execution, in line with community needs and the health priorities outlined in the project plan.

• Develop a theory of change position as it relates to MSF Kamrangirchar project activities with a view to longer term vision of advocacting best practices in urban health programming.

• Act as an interlocutor between project departments to ensure collection, reflection and transfer of health information, research, and community data as it relates to project advocacy areas.

• Monitor and compile regular updates on the context as it relates to project activities to increase the leverage capacity and impact of MSF lobbying in line with operational plans.

• Draft ad hoc lobbying points and internal/external reports in relation to main medical, preventive, and public health concerns in Kamrangirchar and the wider context.

• Advise PC on perception related to positioning and operational strategy with a particular view on increasing local/national visibility and ensuring good acceptance for MSF project presence.

• Keep abreast of the national/local customs and legal basis as it relates to affecting advocacy and change agenda.

DATA ANALYSIS

• In close coordination with medical/clinical departments, initiate discussion to reflect on and interpret health information, and translate these into advocay reccomendations and practical implementation.

• Undertake and regularly review actor mapping and stakeholders’ analysis while providing support to the PC for the management of relations with local authorities.

• Provide discourse analysis to inform MSF positioning in terms of political/ operational environment (regulation frameworks, trade and economic developments etc.).

REPRESENTATION – COMMUNICATION

• Support networking needs by participating in relevant domestic civil society, professional groups (doctors’/nurses’ associations), INGOs and local academics/universities.

• Identify potential partners for coalition building (academic institutions, local NGOs, governmental offices / authorities etc.), prepare planning for long term partnerships building.

• Define, draft and review advocacy messages (including communications and dissemination strategies) to raise awareness of medical-humanitarian issues faced in Kamrangirchar.

• Collaborate with outreach/community engagement team to improve information sharing, dialogue and exchange of knowledge with the Kamrangirchar community, key influencers, and stakeholders in line with project advocacy strategy.

• When needed interact with the international MSF advocacy network (reflection centres, HART, ACCESS) to provide updated contextualized content.

• Provide recommendations and be a propositional voice for opportunistic communications (unplanned) from operations/health activities’ analysis.

ON REQUEST

• Undertake field assessments (in relation to data gathering/context analysis or exploratory missions) and other work-related traveling as required.

Compensation & Other Benefits

  • Weekly 2 holidays, Medical allowance

This position is based on 8 months contract (Approximately) according to level-Eight (Level-8) of the internal MSF salary grid (BDT 95000 Gross/Month). Salary is not negotiable. Income tax deduction from salary based on current income tax rule. 2 annual leave days per month worked. Medical insurance for employee and direct dependents based on Health Care Policy- Locally Recruited Staff
