Possesses a strong understanding of the Theory of Change, result frameworks, and USAID programming approaches, particularly in empowering marginalized communities, raising awareness of their issues, and advocating for their rights within and outside government arenas.

Familiar with strategies to combat discrimination, hostility, and violence against marginalized communities, promoting robust legal protections and seeking redress against discrimination.

Knowledgeable about environmental hazards and mitigation measures in agricultural and food security interventions, with a preference for understanding USAID Environmental policy.

Excellent communication skills in both Bangla and English, highly proficient in MS Word, Excel, and PowerPoint, with proven experience in developing training modules, conducting workshops, and preparing program budgets and progress reports.

Job Purpose
- Bangladesh America Maitree Project, awarded in October 2023 and expected to run for 5 years. The goal of the Maitree Project is to advance broad-based, inclusive, and more sustainable development through strong local partnerships that complement USAID/Bangladesh’s CDCS and development objectives. Under the Maitree Project,BRAC will establish a grant-making mechanism to provide funding to qualifying local recipients through a local, competitive process; increase the organizational capacity of recipient organizations to compete for grants and implement development interventions; and; build the capacity of local organizations to collaborate, build networks, and develop local solutions to development problems.
- The Lead – Governance is responsible for raising awareness and internalizing governance issues among stakeholders, empowering marginalized communities, and enhancing community engagement. Working alongside the Program Manager, they support Maitree partners in advocating for relevant policy and implementation issues and represent Maitree in national networks and forums related to local government and government service departments. The role involves reviewing and supporting partner strategies, monitoring and evaluating activities, and participating in capacity-strengthening efforts. The Lead contributes to key planning tools such as the Theory of Change, Logical Framework, and Annual Work Plan, while reviewing Expressions of Interest (EOIs) and grant proposals to ensure integration with other thematic areas. Additionally, they provide strategic guidance on focus areas and adapt to emerging priorities.
Key Responsibilities
Strategy Development for the Thematic Area
- Develop the Theory of Change (ToC), performance indicators, and integration strategies in coordination with the MEL team, while assisting in preparing the Log-frame, Indicator Performance Tracking Table (IPTT), and Performance Indicator Reference Sheets (PIRS).
- Review study reports, field information, and research documents to generate knowledge for the project, and collaborate with the MEL Unit to establish metrics for tracking progress.
- Promote locally led solutions through idea generation and local knowledge facilitation, and support partner Gender Equality and Social Inclusion (GESI) integration as part of technical interventions in collaboration with the GESI Specialist.
Supporting Grants Activities
- Participate in the review of Expressions of Interest (EOIs) and grant proposals for partner selection, collaborating with partners to improve implementation plans and address any technical gaps identified.
- Develop monitoring plans for partners in coordination with the MEL team and actively engage in monitoring activities to assess progress and quality of partner activities.
- Prepare and review budget guidelines for Maitree and partner organizations, ensuring alignment with targets, while recommending actions and course corrections to address any gaps in partner implementation.
Partner Capacity Building in collaboration with IR2 team
- Develop training modules, guidelines, and tools to ensure high-quality program implementation, and conduct technical training sessions for partner and project staff as needed.
- Provide ongoing support through joint field visits, actively participate in partner staff meetings to share insights and findings, and offer targeted assistance based on partner needs.
- Propose technical capacity development actions for partners, engage in their capacity-strengthening efforts, and support partner capacity assessment activities.
Building Networks and Representing the Project
- Attend national and international seminars, workshops, and training sessions to enhance knowledge and skills in livelihoods, governance, and community engagement interventions, while representing Maitree in various forums to foster alliances and gather innovative ideas.
- Develop and maintain internal and external networks for peer support, technical expertise, and sustainability, and support partner staff in establishing relevant networks in coordination with the Program Manager.
- Represent the project at various levels, including the Strategic Advisory Board (SAB) and Grants Review Board (GRB), and communicate effectively with government departments, research organizations, and companies to secure support and services for program participants.
Supporting Program Learning, Reporting, and Ad-Hoc Activities
- Prepare bi-weekly and monthly reports, along with qualitative reports that include inputs for Quarterly Progress Reports (QPR), Annual Reports (ARR), success stories, and case studies for donors related to the technical area.
- Participate in annual work planning sessions to support the development of work plans, and attend relevant technical meetings, events, and workshops to stay informed and engaged.
- Address occasional ad-hoc information requests as needed to provide timely and relevant insights.
SAFEGUARDING RESPONSIBILITIES
- Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the program’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
- Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
- Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
