  • Minimum of 7 years of proven experience in leading financial and grants management for USAID-funded programs, including managing larger-scale sub-grants with USAID or other institutional donors, a strong understanding of grants acquisition and management, familiarity with NGO AB policy and compliance, and experience in capacity building for partners.

  • Extensive understanding of U.S. federal acquisition laws, including FAR and AIDAR, as well as NGO AB regulations and governance structures in Bangladesh; proven experience in USAID-funded projects.

  • Strong grasp of partnership and localization concepts, demonstrating a commitment to effective collaboration and community engagement.

  • Proficient in key software (Google Suite, Word, Excel, Outlook) and financial systems; possesses sharp attention to detail, problem-solving abilities, and trend analysis capabilities.

  • Excellent verbal and written communication skills in English and Bengali; adaptable and effective under pressure, with a high level of integrity, the ability to work independently or as part of a team.

Job Purpose

  • Bangladesh America Maitree Project, awarded in October 2023 and expected to run for 5 years. The goal of the Maitree Project is to advance broad-based, inclusive, and more sustainable development through strong local partnerships that complement USAID/Bangladesh’s CDCS and development objectives. Under the Maitree Project, BRAC will establish a grant-making mechanism to provide funding to qualifying local recipients through a local, competitive process; increase the organizational capacity of recipient organizations to compete for grants and implement development interventions; and; build the capacity of local organizations to collaborate, build networks, and develop local solutions to development problems.

  • The Lead for Grants and Compliance will collaborate closely with the Grants and Compliance Advisor to onboard qualified local NGOs as grantees for the Maitree project, ensuring the smooth and compliant execution of grant activities. This role includes supporting partner organizations in building capacity for fund management, procurement, and proper fund utilization. The incumbent will provide technical support on financial and budgetary issues, review progress and financial reports, and guide partners in addressing budget variances. The Lead will also manage fund disbursement and ensure timely adjustments of sub-grant advances. Additionally, the role ensures that partners comply with USAID, government (GoB), and organizational regulations, and adhere to NGO Affairs Bureau policies related to grant activities.

Key Responsibilities

  • Develop a detailed timeline for grant acquisition, manage solicitation documents, and track submission progress efficiently.

  • Organize and support review processes by refining proposals, coordinating teams, and preparing essential materials for decision-making.

  • Facilitate partner onboarding by preparing agreements and conducting thorough due diligence on prospective partners.

  • Review and coordinate partner budgeting, expense reporting, and fund disbursement processes to ensure compliance and maintain proper fund flow.

  • Monitor partner activities through regular reviews, preparing comprehensive reports, and collaborating with the MEL and Thematic teams for effective follow-up on findings.

  • Lead periodic performance reviews for sub-grantees, addressing potential challenges in grant target achievement, budget variances, and reporting issues, while keeping the Grants Advisor and project leadership informed.

  • Ensure clear communication of USAID, BRAC, and Government guidelines and policies to project teams and partners well in advance, providing orientation to concerned staff for smooth field operations.

  • Establish and maintain an environment that promotes adherence to compliance, internal controls, and risk management while serving as a resource for USAID and USG rules.

  • Represent the project timely in Local Administration meetings, submit necessary reports to Government offices, and adhere to FD6 compliance requirements while supporting partners in meeting NGO AB field requirements.

  • Serve as the program focal point for audits such as ADS 591 and FD4, organizing and managing grant-related documents for audit readiness.

  • Collaborate closely with partners, project teams, and relevant staff to coordinate audit preparation and address auditor queries with the necessary information while ensuring audit actions are properly followed up.

  • Assist the Grants Advisor in raising compliance issues with leadership, ensuring audit findings are resolved, documenting closure of issues, and implementing system improvements as needed.

SAFEGUARDING RESPONSIBILITIES

  • Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.

  • Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
