  • Familiar with NGO and donor HR policies & procedures.

  • Demonstrable experience with Human Resources metrics·
  • Knowledge of HR systems and databases·
  • Excellent active listening, negotiation, and presentation skills·
  • Excellent written and verbal English and local language skills·
  • Proficient in MS Office, Google Suite, and HRIS Software·
  • Competence to build and effectively manage interpersonal relationships at all levels of the organization.
  • In-depth knowledge of Bangladesh Labor Law and HR best practices.

Responsibilities & Context

We are currently looking for a resourceful individual for the Manager, Human Resources position. The position supports and provides inputs on best practice guidance in all HR functional areas including employee relations, recruitment, performance management, training and development, benefits, compensation, and organizational development. This position’s roles and responsibilities are broad, operational, and tactical. They include supporting the Deputy Director-HR in developing, implementing, evaluating, and recommending changes to BLAST’s Human resources goals, functions, policies, procedures, and programs, concerning the organization’s goals and policies. You will also manage all HR-related activities as a senior team member of the HR cell and work closely with other key stakeholders to ensure the engagement and productive workforce are aligned with our organizational culture.

Key Responsibilities:

HR Operation Management:

  • Oversee the day-to-day HR operations in the head office, unit offices, and project offices.
  • Ensuring the effectiveness of the HRIS system, staff records management and relevant data is available for decision-making purposes.
  • Oversee the digital transformation of the entire employee recruitment and management systems, and departmental operations, and relevant procedures.
  • Collaborating with the Head of HR and other cells/clusters leads to understanding the organization’s talent needs.
  • Expect future staffing requirements and plan recruitment initiatives accordingly.
  • Ensure proper induction process for newly recruited staff, onboarding, and on-the-job support.
  • Oversee management of national and international internship/fellowship/volunteer placement.
  • Assist the Head of HR in developing standardized recruitment guidelines, tools, and templates including facilitating job analysis and updating job descriptions·
  • Manage timesheets for employees, ensuring timely submission, approval, accuracy, and filing·
  • Conduct HR analytics and reporting.
  • Prepare and maintain different HR documentation and reports.
  • Prepare different notes for the EC & BoT meeting.

Recruitment & Selection:

  • Ensure the end-to-end recruitment process (job advertisement, recruitment & selection, and onboarding) with effectiveness and efficiency and adherence to best practices.
  • Lead efforts to attract and identify a diverse pool of talent with the required skills, experience, and cultural fit through various channels, such as job boards, and professional networks.
  • Build and maintain a talent pipeline for current and future staffing needs.
  • Collaborate with hiring managers to define selection criteria, ensure fairness and objectivity in the evaluation process, and select candidates who best meet the organization’s requirements.

Performance Management:

  • Guide supervisors and staff in developing individual work plans, follow up, and ensure timely submission of performance appraisal (probationary & yearly).
  • Identify the knowledge and skill development training needs for all departments as per the development plan in discussion with cell/cluster leads.
  • Evaluate KPIs for employee performance in collaboration with the respective departments.

Safeguarding, COC, Wellbeing:

  • Ensuring enough measures are taken for safe programming, safety at work, and minimum risk of fraud, misconduct, and other risks associated with human resources.
  • Ensure the implementation of BLAST’s “Safeguarding in employment cycle” and safeguarding strategy.
  • Ensuring equality of opportunity and the absence of discrimination through ensuring equality, diversity, and inclusion in all human resources support and people-related activities throughout the organization.
  • Promoting organizational culture, caring attitudes, professionalism, and integrity towards all staff; and an open environment where staff feels safe, valued, respected, and empowered.
  • Ensuring all HR policies and practices are regularly reviewed and include best practices on friendly, gender-sensitive, and work-life balance approaches.
  • Ensuring staff wellbeing through best HR practices.
  • Promoting a commitment to the highest standards by ensuring all staff understand and adhere to BLAST’s code of conduct and Associated Policies.
