Requirements

Education

  • Bachelor’s or master’s degree in Statistics/ Social Science/ Public Health/ Development Studies or Economics with at least 5 years’ experience in Shelter/NFIs project related MEAL system in the Rohingya camps.

  • Strong knowledge and experiences in develop/design FCRM strategies especially in shelter and site improvement projects.

Professional requirements

  • Strong knowledge on cloud-based Apps related tools development and control

  • Good communication and leadership skills.

  • Experience in logframe development

Language

  • Fluency in Cox’s Bazar/Rohingya Local dialect is an asset.

Responsibilities & Context

Coordinates with: Shelter team

Direct line manager of: MEAL Team

Main Responsibilities

Project implementation

  • Provide technical support for MEAL planning and implementation, conducting rapid and regular assessments such as vulnerability studies, analysis of shelter and site improvement, feedback mechanisms, gender and stakeholder analysis, and baseline studies in emergency response in the Rohingya camps.
  • Develop Cloud-base App and application of appropriate methods for MEAL in shelter project including emergency response and site improvements in the camps, and designing tools and materials for regular data collection related to shelter and site improvement and provide technical support to the data-collectors and program team users by using tablets/smart phone.
  • Conduct periodic reviews of shelter project MEAL systems to refine MEAL practices and systems and to address gaps or challenges. This includes the site improvement activities too.
  • Prepare and implement monitoring tools for the shelter project including site improvement activities like developing checklists, questionnaires, progress trackers, etc. to gather the achievements and failures in line with the shelter project log frame.
  • Manage MEAL team (if any) and guide them to perform regular MEAL activity under shelter project and site improvement in the Rohingya camps.
  • Ensure site improvement and shelter project monitoring systems provide timely, high-quality data that is consistently collected, analyzed and shared with project management, implementing partners (if any) and stakeholders.
  • To roll out and functionalize the CFRM mechanism in the shelter project, and collect data/information from Help Desk, analyze, and share CFRM data with the respective program team. Conduct regular follow-ups on the raised complaints, feedback, and response mechanism. Any case that falls under sensitive category, ensure referral to HR Officer with due confidentiality.
  • Measure achievements of shelter project including site improvement activities as per log frame updating IPTT, Output Tracker, and activity tracker in a timely manner.
  • Prepare MEAL reports and different necessary rapid assessment reports on emergency response in Rohingya camps and timely delivery to the Program Unit or Management complying with donor requirements. This includes sharing with project management, implementing partners (if any) and stakeholders.
  • Assist developing of shelter project development and lead on preparing monitoring framework and necessary log frame for shelter, site improvement and emergency response in the camps.
  • Export shelter and site improvement data from cloud and prepare master roll daily basis and share with program for day-to-day activity implementation.
  • Undertake visits at the shelter sites improvement activities including visits at the block level as per the MEAL demand, ensure process monitoring is done according to individual plan. Share field visit reports with the respective team, which will guide in taking appropriate actions against gaps and improvement for decision making.

Information management and reporting

  • Lead & ensure all program and monitoring data under shelter and site improvement activities are recorded in the project databases and tracking tools in a timely and accurate manner.
  • Preserve all regular program and MEAL reporting data and information with the line manager for future uses of the Organization. This includes regularly uploading final version in the SharePoint.
  • Prepare monthly reports on MEAL activities, contribute to prepare other reports of shelter project such as annual reports, donor report, NGOAB reports, case studies, etc.
  • Prepare any need-based reports on request such as situation report, incident report, etc.

Capacity Strengthening

  • Lead on building technical capacities of the Enumerators/MEAL casual staff and MEAL team members (if any).
  • Develop and facilitate/co-facilitate MEAL workshops/training for the shelter and site improvement program staffs as needs are identified by line supervisor.
  • Facilitate camp level technical training and orientation sessions to the beneficiaries, Volunteers, program team once any new tools and apps developed. This includes update/upgrade knowledge/skills
  • Participate in different trainings, meetings in line with the role and nominated by the line manager.

Safety and Security

  • Provide timely incident report to the line manager as needed.
  • Follow safety and security guidelines of organization and contribute to strengthen the security policy, guidelines, SOPs, etc.

General

  • Deliver high quality results in line with the terms of reference agreed in advance – to do this in a way which maintains the reputation of the Humanitarian Department.
