· Must have prior MEAL 8 years’ experience with national and International NGOs in agriculture and food security sector. USAID-funded project experience will be an added advantage.
· Experience:
· Proven experience in developing and implementing MEAL frameworks and methodologies.
· Demonstrated ability to work with data collection and analysis tools and methodologies, including digital data collection platforms.
· Proficiency in MS Office suit and data analysis software including Power BI, SPSS, Stata, and Excel
· Skills and Competencies:
· Analytical skills: Strong ability to analyze and interpret both quantitative and qualitative data, providing meaningful insights and actionable recommendations.
· Report-writing: Excellent writing skills, with the ability to produce clear, well-structured reports that communicate findings and outcomes effectively.
· Organizational skills: Demonstrated ability to manage multiple tasks and meet deadlines in a fast-paced environment.
· MEAL tools: Familiarity with key MEAL tools, such as log frames, result frameworks, outcome mapping, and Theory of Change.
· Communication skills: Ability to effectively communicate findings and recommendations to both technical and non-technical audiences.
· Team player: Ability to collaborate with diverse stakeholders and work as part of a dynamic team.

About Bakergonj Forum (BGF):
BAKERGONJ FORUM in the year 1992 which is non-profit and non-political in nature. It has got registration from the Directorate of Social Services, Micro Credit Regulatory Authority and NGO Affairs Bureau. Bakergonj Forum is an Organization in Special Consultative status with the United Nations Economic and social council(UN-ECOSOC) In the meant time it has got opportunities to work with different Govt., national and international donors and has a very strong network all over the country.
The BGF has been carrying out various developments programs such as-Capacity building for networking activities, Survey Research and Consultancy for development activities, Awareness build up for use of local resources, Training for Employment and Income creation, Human Rights and Legal Aids, Women’s Institution building, Agriculture, Livestock, Fisheries and Environment development, WASH, Health & Hygiene, Nutrition, , Violence, Trafficking, Anti-drug and anti-social activities prevention, Conduct Disaster preparedness management and Humanitarian Response.
From the beginning of its journey BGF has been working to eliminate existing barriers in order to increase access, enable decision-making and participation of marginalized populations. BGF has demonstrated committed dedication to improving the quality of life for marginalized populations, such as women and youth, through meticulously planned interventions and strategic partnerships. By leveraging both local and national strategies, BGF ensures that its programs are effective, scalable, and sustainable, thereby fostering resilience and self-sufficiency in the communities it serves.
Project Background:
Bakergonj Forum is going to implement a project named USAID Bangladesh America Maitree Project (Agriculture and Food Security) at Barishal District from November 2024 to November 2026 funded by USAID. This project will be implemented in 02 (Two) Upazila (Barishal Sadar and Bakergonj) under the Barishal District in partnership with USAID Bangladesh America Maitree Project-BRAC. To implement the project, BGF invites applications from the competent and qualified persons for the following positions:

Job Summary: Bakergonj Forum is looking for a dedicated and skilled Manager (Monitoring, evaluation, and learning (MEAL) for a USAID funded project USAID Bangladesh America Maitree Project (Agriculture and Food Security) in Barishal.
In this role, TO (MEAL) will play a critical part in ensuring that the project activities are impactful, accountable, and adaptive to the needs of the communities BGF serves. The TO (MEAL) will develop and implement MEAL frameworks, collect and analyze data, and help translate insights into action, improving project outcomes and enhancing our contributions to peace-building.
Key Responsibilities:

Technical and system development:

Develop and maintain a comprehensive monitoring, evaluation, accountability, and learning (MEAL) framework aligned with project objectives and donor requirements, adhering to best practices in the sector.

Contribute to formulate and update of BGF’s MEAL strategy, ensuring it reflects the organization’s commitment to implement the project activities.

Design and implement data management systems and tools to facilitate efficient data collection, analysis, and reporting for agriculture and food security project initiatives.
-
Review and adjust monitoring and evaluation plans to ensure remain aligned with the evolving goals and objectives of agriculture and food security programs.

Develop and Implement MEAL Frameworks:
-
Design and lead the implementation of robust MEAL frameworks to monitor and evaluate the effectiveness of project activities.
-
Ensure that monitoring and evaluation tools are aligned with project objectives and donor requirements, allowing for accurate tracking of progress and impact.
-
Establish clear indicators and data collection methods to ensure comprehensive and relevant data is gathered for analysis.

Create Logical Frame Work Analysis (LFA). Monitor PNGO programs interventions at Field level and provides necessary feedback for better program implementation. Also have experience to conduct IPTT, PMP & PM&E.

Ensure accurate, reliable, and timely collection, analysis, and report of project data related to agriculture and food security activities.

Establish a robust system for monitoring and reporting project progress against predefined indicators and targets in the realm of agriculture and food security.

Conducting regular field visits to monitor the implementation of agriculture and food security project, identifying areas for improvement, and providing feedback and technical guidance to project staff.

Facilitating capacity building and awareness sessions on MEAL practices tailored to agriculture and food security for project staff.

Data Collection and Analysis:
-
Oversee the collection of both quantitative and qualitative data from field activities, including surveys, focus groups, interviews, and other methodologies.

Analyze data to assess the effectiveness, efficiency, and impact of project interventions.

Ensure that data is disaggregated by relevant demographics (gender, age, location, etc.) to highlight specific impacts and areas for improvement.

Accountability Mechanisms:

Establish and manage beneficiary feedback and complaints mechanisms specific to agriculture and food security project, ensuring prompt and effective response to feedback and complaints.

Develop and implement a system for collecting and responding to beneficiary feedback and complaints that are appropriate for the program and context.

Oversee the proper management of the project Accountability database.

Reporting and Accountability:

Produce clear, accurate, and detailed reports that summarize findings, highlight project achievements, and provide recommendations for improvement.

Ensure that MEAL reports are shared with internal teams, participants, donors, and other stakeholders in a timely manner.

Lead efforts to maintain accountability to community members, ensuring their voices are heard and their needs are addressed throughout the project lifecycle.

Learning and Adaptation:

Facilitate learning sessions with the project team, encouraging adaptive management practices based on MEAL findings.

Provide actionable recommendations for improving project strategies, methodologies, and activities.

Ensure that lessons learned are documented and integrated into future project planning and implementation.

Develop and implement a learning plan that fosters organizational learning and continuous improvement in agriculture and food security interventions.

Document best practices and lessons learned from project implementation, and delivering training sessions on MEAL and learning for staff and partners.

Capacity Building:

Support the training and capacity-building efforts of staff and community stakeholders on MEAL processes, ensuring everyone understands the importance of monitoring, evaluation, and accountability.

Promote a culture of continuous learning within the organization and among project partners
