Project Overview and Role:

The Feed the Future Bangladesh Inclusive Access to Finance Activity (IAF) is a $34 million, USAID-supported project that will unlock finance for small businesses and farmers, make agricultural supply chains more inclusive and sustainable, and improve inclusivity in the financial sector in Bangladesh. To accomplish this, IAF will engage strategic partners to deploy innovative solutions to address constraints in agriculture value chains and agriculture financing; deploy incentives and capacity building to financial institutions to expand appropriate and inclusive lending to or investment in agriculture; and engage the private sector to advocate for systemic improvements and scale social impact. From 2024 to 2029, The Bangladesh Inclusive Access to Finance Activity will unlock $448 million in finance, driving sustainable agricultural lending and promoting inclusive growth. By improving access to finance for farmers and micro-, small-, and medium-sized enterprises (MSMEs), and the policy environment in the financial sector, IAF with increase farmer revenue, create jobs, and contribute to Bangladesh’s economic growth in an inclusive and environmentally friendly manner.

The Monitoring, Evaluation, and Learning (MEL) Manager will lead all efforts related to collecting and analyzing the data on the impact of USAID’s intervention to facilitate investment.

Primary Duties and Responsibilities:

  • Lead management of the project’s Activity Monitoring, Evaluation and Learning and CLA Plan (AMELP) and Quality Assurance Surveillance Plan (QASP), and other MEL deliverables
  • Contribute to the implementation of the System Assessment and Authorization Plan
  • Lead the technical teams in collecting, aggregating, and analyzing baseline data
  • Train staff training in MEL Design
  • Spearhead Collaborating, Learning, and Adapting (CLA) efforts throughout the life of the project
  • Support the review and completion process for all project deliverables
  • Ensure MEL files are maintained and can be easily accessed by project team members
  • Ensure MEL information is maintained and disseminated in accordance with relevant local, company, and donor regulations
  • Conduct and support regular Data Quality Assessments
  • Coordinate collection and compilation of information on quarterly, annual and life of project indicators
  • Finalize and continuously update progress against the project’s AMELP
  • Respond to requests for information on the project and on project performance as needed
  • Work proactively with the communications team to align MEL outputs with the communications strategy
  • Work with technical unit heads to track investment portfolio information
  • Work under the direction of the project’s MEL & CLA Director

Position Requirements:

  • Master’s degree or higher in business administration, international development, economics, statistics, or a related field
  • Minimum five (5) years (seven (7) preferred) of professional experience in performance monitoring and/or evaluation role with an international development organization
  • Experience designing and overseeing MEL data collection and reporting for economic growth/financing projects preferred
  • USAID or other international donor experience required
  • Demonstrated ability to implement, operationalize, and manage information collection and assessment systems
  • Demonstrated ability to create and manage information databases using appropriate software applications
  • Demonstrated ability to introduce tools, processes, and systems to cultivate an evidence-based learning culture
  • Ability to work in a team environment and work with and train staff to implement initiatives
  • Strong writing, reporting, and presentational skills
  • Written and spoken fluency in English is required
