  • Excellent analytical, negotiation, decision making and problem-solving skills.

  • Must have superior English and Bangla writing skill.

Responsibilities & Context

Swisscontact was established in 1959 as an independent foundation by notable figures from the worlds of commerce and science in Switzerland. It is exclusively involved in international development co-operation and has carried out its own and mandated projects since 1961. Based in Zurich, Swisscontact currently employs over 1,400 staff worldwide and manages 136 projects in 41 countries on behalf of public and private donors.

Swisscontact’s working principles include inclusive systems development, learning culture, evidence-based adaptive management, and engaging the private sector. In addition, the organization’s sustainable criteria comprise of gender equality and social inclusion, financial capability, environmental responsibility, and good governance.

Swisscontact is inviting applications from development professionals for the position of Manager- Policy Advocacy for BMMDP Project. The main objectives of the project are to develop a conducive policy environment for climate-sensitive microinsurance to stimulate climate-sensitive, client-centric, and commercially viable microinsurance products/services; to improve the support service market through enhanced capacity of various support service actors (Public/Private Insurance companies, Technology Solution providers, etc); and to increase mass awareness and understanding of potential beneficiaries among low-income households to encourage demand for climate-resilient microinsurance products. This is mandated by the Swiss Agency for Development and Cooperation (SDC) and the second phase envisions fostering inclusive growth in the agriculture and livestock sector in Bangladesh through agriculture and livestock insurance along with risk-reducing embedded extension services. Swisscontact is acting as the Managing Agent (MA) of the project and wants to have a better understanding of the microinsurance market with particular focus on agriculture and livestock and to come up with systemic interventions.

Swisscontact is inviting applications from development professionals, willing to be a part of BMMDP team in the following position:

Employment start: 01 December, 2024

Contract duration: 1 year initially. The contract will be extended based on performance until the end of the project (July 2027).

Number of Position: 1

Place of work: Dhaka, Bangladesh with regular visits to field locations within the country.

Reporting Structure: Manager -Policy Advocacy will report directly to the Team Leader. The incumbent will supervise 01 team member: Officer- Policy Advocacy

Essential Functions and Responsibilities

  • Support the Team Leader and other team members to implement the project as per the donor mandate.

  • Contribute to planning, budgeting, monitoring, supervision, and documentation of project intervention portfolio.

  • Lead preparation of partnership strategies, concept notes and intervention plan in compliance with Market System Development approach.

  • Lead implementation of activities on the ground and support the Team Leader on strategic decision-making based on ground realities.

  • Ensure that the project delivers all desired targets on time and with quality.

  • Assist in liaising with relevant government offices and ensure the achievement of the systemic policy reform outcomes, targets, and results.

  • Support and coordinate policy intervention tasks and manage technical consultants to meet advocacy-related objectives of the project.

  • Maintain relationships with private and public sector actors from the financial/insurance sector.

  • Maintain relationships with existing external stakeholders as the focal person and proactively network with potential collaborators.

  • Lead the development of the project portfolio in line with the expectations of the Donor.

  • Work closely with the implementation partners and provide strategic guidance to the project partners for smooth implementation of the project’s activities.

  • Ensure mainstreaming of gender, governance, Disaster Risk Reduction and Conflict Sensitive Project Management. Assist the project team in insurance context monitoring.

  • Other Duties and Responsibilities

  • Support in organizing knowledge exchange workshops, identify global learning events and exposure visits for public and private institutions and support the organizations to participate in these events.

  • Collaborate with other projects within Swisscontact for efficient and effective project implementation and mutual learning.

  • Ensure compliance with communication strategy and guidelines throughout project interventions.

  • Manage relationships and support communication to ensure that the project learning is captured.

  • Provide support to the project’s senior management in developing monthly, quarterly, and annual reports for the donor, reviewing various project reports, and providing inputs as necessary.

  • Perform any other duty(s) in line with the roles and responsibilities provided, as/when assigned by the Team Leader/ Deputy Team Leader.
