  • Demonstrated experience in managing skills development projects, including technical and vocational education and training (TVET), with a strong focus on youth engagement, enterprise development, and life skills.
  • In-depth understanding of TVET pedagogy, vocational training models, and the operation of vocational training centers, including the development and implementation of tracking management systems.
  • Proven ability to represent the program and maintain strong relationships with local and international NGOs, development agencies, community leaders, and donor teams.
  • Extensive experience overseeing large, complex donor-funded projects, ensuring all technical requirements and deliverables are met in line with project work plans, with a preference for experience managing GoB/WB-funded projects.
  • Strong attention to detail and demonstrated problem-solving abilities, with the capability to handle issues creatively and efficiently under pressure.
  • Excellent written and verbal communication skills in both English and Bangla, including the ability to communicate confidently and clearly in public speaking and sensitive team discussions.

Responsibilities & Context

We are looking for a dynamic and experienced individual to take on the role of Manager-Vocational Skills Development Expert for our ‘Economic Acceleration and Resilience for NEET (EARN)’ project. We are currently inviting expressions of interest for this role, which is expected to commence in the second half of 2024 and will continue for four years.

The Ministry of Youth and Sports (MoYS), in collaboration with the World Bank (WB), is implementing the 48-month Economic Acceleration and Resilience (EARN) project to engage NEET (not in education, employment, or training) youth, with a special focus on women, in rural and semi-urban areas of Bangladesh. The project aims to economically empower NEET youth through education, skills development, employment, and enterprise support. It provides women-centric facilities, enhances employability by building employer linkages, and offers upskilling in Socio-Emotional Behavior (SEB) and Entrepreneur Development (ED). Additionally, incubation support for employment and entrepreneurship will be provided. To ensure the inclusion of women and underserved groups, the project will create an enabling environment through awareness-raising, community engagement, family-based planning, and monitoring. A total of 250 Upazilas have been selected for the project.

Manager – Vocational Skills Development Expert will drive the vocational skills development initiatives within the EARN project, taking the lead in managing community engagement, curriculum development, and the establishment of Village Level Training Centres (VLTCs). She/he will collaborate closely with community groups, local authorities, educational institutions, and private sector partners to ensure the delivery of impactful vocational training, social and behavioral skills education, and employment support for NEET youth. Additionally, the Manager will ensure that all project initiatives align with sustainable development goals and gender inclusion objectives, fostering long-term impact and inclusivity.

  •   Develop and implement project strategies for vocational skills development by aligning with government policies and project requirements to ensure effective execution.
  • Lead the design and execution of skills development strategies, ensuring alignment with project goals and incorporating innovative approaches for maximum impact.
  • Conduct regular community and market assessments to identify critical needs, shaping project interventions that are responsive to beneficiary requirements.
  • Manage the execution of skills development interventions, ensuring that they are beneficiary-focused and sensitive to social, ethnic, and economic dynamics.
  • Oversee the activities of the Upazila Coordination Committees (UCC) and Community Groups (CGs), ensuring diverse and inclusive participation, particularly of vulnerable and disadvantaged groups.
  • Develop and implement transparent and inclusive beneficiary selection criteria, with a strong emphasis on gender balance and representation of marginalized communities.
  • Oversee the setup and operation of Village Level Training Centres (VLTCs), ensuring they are safe, accessible, and equipped with the necessary resources to provide high-quality training.
  • Monitor daily operations at VLTCs, ensuring compliance with health and safety standards, while maintaining high training quality and participant satisfaction.
  • Establish partnerships with local enterprises and industries to create pathways for internships and employment, linking training with tangible economic opportunities for trainees.
  • Maintain strong relationships with the joint venture partners, monitor their activities to ensure that the targets are met.
  • Work closely with the Upazilla and VLTC level staff for efficient implementation of the project.
  • Provide technical assistance to the Curriculum Development Committee in redesigning trade specific curriculum
  • Oversee learners’ assessment process ensuring quality and  standards.
  • Implement the safeguarding policy to establish a safeguarding culture across all levels of the programme. Act as a key source of support, guidance, and expertise on safeguarding to establish a safe working environment.
  • Responsible for ensuring team members are appropriately trained supported and have access to resources regarding issues that are identified and actioned in accordance with the safeguarding policy and procedure.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, and encourage others to do so.
