Requirements
Education
- ACADEMIC QUALIFICATION: Minimum Master’s/Bachelor’s Degree in any discipline (Preferably Development Studies, Computer Science, Statistics, Social Science & Business Studies)
Experience
- At least 5 years
- The applicants should have experience in the following business area(s): Development Agency, NGO
Additional Requirements
- Age At least 25 years
WORKING EXPERIENCES:
Minimum 5 years of professional experience in a development program (NGO/INGO preferred, Food Sector & Livelihood desirable).
NECESSARY SKILLS:
- Deep knowledge of workforce development for marginalized and vulnerable populations.
- Organized, detail-oriented, and able to multitask to meet deadlines
- Flexible, self-motivated, and able to work with little supervision
- Strong interpersonal skills and ability to work in teams and multi-cultural environments
- Fluency in Bengali and English is essential; knowledge of Chittagong local languages is preferable.
ADDITIONAL REQUIREMENTS:
- Excellent communication, negotiation, and problem-solving skills.
- S/he will need to take on challenges to ensure a rapid, effective, and timely response, holding overall responsibility for project achievements and results as a team player.
Responsibilities & Context
PROGRAM: General Food Assistance (GFA)
SCOPE OF ROLE:
- Staff reportable to: Program Manager
- Staff maintain liaison with: Finance and Admin Officer, CFM Officer, M&E Assistant, Help Desk Assistant, Outlet Supervisor, Outreach Mobilization Team lead (OMTL), Community Engagement Identity Associate (CEIMA), and WFP Concern
- Staff based at: Ukhiya Upazila with periodic travel to the outlet.
OVERALL ROLE OF THIS POSITION:
Support the planning, monitoring, evaluation, and documentation & reporting of the Program monitoring activities, working closely with WFP and other counterparts, and to comply with its policies and procedures;
KEY AREAS OF RESPONSIBILITIES & ACCOUNTABILITIES:
- Support the planning, monitoring, evaluation, reporting, and documentation of the Program activities, working closely with WFP and other counterparts, and to comply with its policies and procedures;
- Ensure that monitoring incorporates and considers aspects at the output, process, context, and outcome levels for assigned tasks and that appropriate data collection and reporting tools are developed and used.
- Ensure the regular and consistent updating of program beneficiary and assistance delivery data through appropriate reporting software/platforms.
- Generate summary statistics and conduct rapid initial analyses of findings from program databases, M&E datasets, and other data sources to support program data requests.
- Develop MIS process improvements to increase efficiency.
- Lead the design and implementation of monitoring tools and processes (e.g., post-distribution monitoring, Focus Group Discussions, exit interviews, and other quantitative and qualitative tools).
- Prepare monthly M&E plans and corresponding reports covering work completed during the review period, ensuring that key performance indicators are captured.
- Conduct field monitoring visits to assess overall progress toward achieving results and provide suggestions and feedback to program teams based on findings.
- Assist the team in developing responsive, functional, and appropriate feedback mechanisms to improve current project implementation and guide future programming.
- Monitoring transaction progress and operations to evaluate the set goals.
- Assist CFMO and CEIMA in their respective duties and conduct supervision as well.
- M&E and MIS Officer must monitor all staff of the project following instructions and play their roles & responsibilities properly & timely.
- Coordination with Program Manager: Perform any other duty as assigned by supervisor;
- Other ad hoc activity:
- File and document all activities, including transaction reports, different forms, both in hard and soft versions. Take and properly document quality photographs from all activities and events;
- Perform such other duties as may be assigned, including assessment of any natural disaster or emergency cases, and provide support to affected people as may be required.
- Comply with RIC policies and practices concerning PSEA, child protection, the Code of Conduct, health and safety, equal opportunities, and other relevant policies and procedures.
- Ensure the safety of team members from harm, abuse, neglect, harassment, and exploitation to achieve the program’s safeguarding objectives. Act as a key source of support, guidance, and expertise on safeguarding to help establish a safe working environment.
- Ensure best practices in Gender Mainstreaming, PSEA, Protection, and Accountability to Affected Populations (AAP) within the GFA program.
