Additional Requirements

  • 8 years of relevant experience in international development roles related to MEAL, program coordination, or other supporting positions on large humanitarian or development projects.
  • Proven experience in quantitative and qualitative research methods, survey design and implementation, and statistical data analysis.
  • Demonstrated MEAL experience in the project technical area: gender equality, women’s empowerment, initiatives addressing gender-based violence, and strategies for advancing women’s economic justice.
  • Strong experience and knowledge of USAID M&E guidelines, systems, and reporting requirements including Collaborating, Learning, and Adapting (CLA) principles, approaches, and their application to project learning and adaptation.
  • Strong data visualization and report writing skills, and ability to translate technical information for non-technical audiences.
  • Experience of prior working in Bangladesh preferred.
  • Experience recruiting, developing, and managing staff and teams.
  • Demonstrated skills building and maintaining relationships with project stakeholders, local partners, and local organizations.
  • Fluency in English required (spoken and written).
  • Strong oral and written communication skills; excellent demonstrated inter-cultural, interpersonal, and negotiation skills.
  • Demonstrated commitment to PSHEA (Prevention of Sexual Exploitation, Harassment, and Abuse).
  • Demonstrated commitment to principles of Diversity, Equity, Belonging and Inclusion (DEBI).
  • Ability to travel within Bangladesh as required and as security conditions allow.

seeks a MEAL Coordinator for the anticipated USAID-funded Communities for Gender Equality (CGE) Activity. This activity will be focused on gender equality and inclusive development in support of Sustainable Development Goal 5. The activity may support interventions that address the full cycle of Gender-Based Violence (GBV) prevention, mitigation, and response.

The MEAL Coordinator will be responsible for implementing and enhancing robust MEAL systems. The Specialist will ensure high-quality data collection, entry, analysis, and interpretation, contributing to the operationalization of the results framework for USAID-funded projects. Monitoring and evaluating the project’s progress, ensuring data quality and compliance with MEAL standards. Learning, performance assessment, and necessary adjustments to project activities, as well as contributing to the design and execution of the Collaborating, Learning, and Adapting (CLA) strategy.

This activity is expected to be a five-year program in the $10-$24.99 million range.

This is a Key Personnel position, subject to USAID approval. It is also subject to project award and funding. National and international candidates are encouraged to apply.

Responsibilities and Tasks:

  • Develop the overall framework for project MEAL systems, including requirements, reporting, baseline, and evaluation surveys. Monitoring the project Performance Management Plan (PMP) to systematically document outcomes for project technical leads and leadership team.
  • Ensure alignment of MEAL activities with program goals and assist in drafting of sections of annual work plans to identify project targets and ensure inclusion of M&E and Learning activities.
  • Creation, revision, and implementation of comprehensive MEAL systems and plans.
  • Oversee the design and implementation of robust, data management systems, ensuring data capture, processing, and quality checks, all compliant with donor regulations.
  • Provide cutting-edge expertise in the development and execution of results frameworks, monitoring tools, and evaluation methodologies that can measure project efficacy and impacts.
  • Ensure punctual and accurate submission of project activities and results, including quarterly, semi-annual, and annual reports.
  • Ensure utilization of global best practices of USAID guidelines regarding Collaborating, Learning, and Adapting (CLA).
  • Coordinate and support external evaluations, including baseline, mid-term, final, and any rapid cycle evaluations, ensuring the unbiased assessment of project impacts.
