Requirements

Education

• Bachelor/Honors in any discipline

• Minimum Bachelor degree as well as equivalent combination of education on Science/Social Science preferably in Statistics, Social Science, and Economics from reputed Universities in Bangladesh.
• Educational qualifications & age may be relaxed for highly experienced, skilled & competent candidates.

Experience

• At least 3 years

• Minimum 3 years experiences as MEAL/M&E staff in National/ INGOs.
• Having knowledge on hazards and shocks in the contexts on Chittagong Hill Tracts (CHT) and Cox’s Bazar of Bangladesh.
• Ability to produce high quality reports and database under tight timeframes.
• Evidence of having undertaken similar assignments.
• Work with the team as per management requirement.
• Ability to travel extensively to working locations and willing to stay at field.

Responsibilities & Context

Caritas Bangladesh (CB) is a national and nonprofit development organization that has been operating in Bangladesh since 1967. It has its Central Office in Dhaka and eight Regional Offices (Barishal, Chattogram, Dhaka, Dinajpur, Khulna, Mymensingh, Rajshahi, and Sylhet Region). CB is currently operating 91 projects covering 52 Districts and 201 Upazilas focusing on eight main priorities: i) Social Welfare and Service of Love for Vulnerable Communities, ii) Ecological Conservation, Climate Justice and Sustainable Food System, iii) Humanitarian Response and Disaster Management, iv) Education, Skill Development and Employment Creation, v) Health Care, Nutrition and Education, vi) Development of Indigenous Peoples, vii) Integral Human Development and viii) Institutional Development and Sustainability.

Caritas Bangladesh (CB)’s Chattogram Regional Office is looking for suitable candidates for the project of “Supporting end-to-end Landslide Early Warning and Anticipatory Action in Bangladesh (LEWS)” Project” supported by START NETWORK under their solidarity fund and also to generate a panel for future recruitment.

Due to the termination of the LEWS project by BHA/USAID, the project had to be closed unexpectedly. In response to this situation, we proactively reached out to potential donors to explore the possibility of continuing project activities at least until December 31st’2025

Job Nature: Contractual/ Temporary (06 month)

The MEAL Officer is responsible to ensure technical support for planning and implementation of MEAL system of the project having support from MEAL Specialist and SCCF/SFB/donor MEAL and program team.

 Act as a focal of Upazila/field based team for capacity building, planning and implementing MEAL system as per project requirement.

 Play the key role to prepare and ensure monthly/quarterly/six-monthly progress and narrative quality report of the project activities as per Upazila target/DIP and shared with Project Office timely through Upazila Coordinator.

 Able to use CommCare or mobile based tools independently and manage field level data through this.

 Should have MIS expertise and/or able to manage large database independently.

 Provide necessary data support to project team for implementation of activities with proper reporting format and/or document required.

 Assist to MEAL Specialist and Upazila Coordinator to develop questionnaire, arrange field testing before final data collection.

 Take lead in providing support to Community Organizer and DRR Officer for collecting the required data and put mechanism in place for data validation.

 Prepare and implement monitoring tool for the project by taking support from MEAL Specialist.

 Undertake field visit at project area as per demand of the project and make individual plan for collecting data for project monitoring purpose.

 Regularly update community/HHs/stakeholders based database by taking support from DRR Officer and Community Organizers.

 Measure project achievement as per DIP each month even weekly, if required.

 Share the periodic progress explaining the key accomplishment. Assist to

prepare case stories of project success or as learnings.

 Assist in research activities study/evaluation process, and data compilation and provide necessary support in preparation of study/evaluation report of Project.
