Additional Requirements

  • Minimum of 5 years of professional working experience in MEAL within the humanitarian and development sector. Ideally familiarity with integrated DRR and Livelihoods, and Protection programming.
  • Extensive experience in data analysis, and program monitoring, including designing monitoring systems, indicators, developing MEAL plans, data quality assessments, and survey techniques incl. sampling and statistical analysis. Exceptional analytical skills and proven skills in data management; and statistical analysis using SPSS/ STATA/ CSPro, Power BI, or any other statistical application
  • Excellent communication and interpersonal skills.
  • Attention to detail and a high level of accuracy in data management.
  • Ability to collaborate effectively with diverse teams and stakeholders.
  • Strong problem-solving and critical-thinking abilities.
  • Knowledge of MEAL best practices and principles.
  • Familiarity with data visualization tools is a plus.
  • Commitment to accountability, transparency, and project impact.
  • Languages: Proficiency in English and Bengali. Knowledge of Chittagonian dialects is an advantage

Responsibilities & Context

Reported To: Project Coordinator

Job Purpose of MEAL Officer:

The MEAL Officer will ensure that the project is equipped with data collection tools and Indicator Performance Tracking Tables and will regularly review and maintain an updated MIS database. He/She will be responsible for incorporating relevant sectoral indicators into the project MEAL systems, enabling the measurement of each project’s contribution to achieve program objectives. The MEAL Officer will maintain a centralized database of indicators and ensure that data collection systems for the project are appropriate for their respective sectors and responsive to program needs. Familiarity with program components, activities, and donor reporting requirements is essential.

The MEAL Officer will review and consolidate data from various indicators and sectors daily, providing reports through the MEAL system (CommCare) to the Project Coordinator and IRC weekly. Collaboration with IRC to train teams on the proper use of data collection tools and adapting M&E systems to sector needs is also required. The role includes regular reporting on indicator progress internally and externally, particularly to donors and Protection clusters. The MEAL Officer will maintain and update the mobile data collection system, including adding and amending forms as needed, and will consolidate indicator data into the CommCare database. Reporting directly to the Project Coordinator, the MEAL Officer will design and implement a robust monitoring and evaluation system to track the progress, outcomes, and impacts of project interventions, working closely with project teams, beneficiaries, and stakeholders to support evidence-based programming,

Key Responsibilities:

MEAL System Development:

  • Work with project coordinator t to design a comprehensive Monitoring, Evaluation, Accountability, and Learning (MEAL) framework that aligns with project objectives and indicators. Develop and refine data collection tools, surveys, and methodologies to monitor project activities, outputs, outcomes, and impacts effectively.
  • Ensure the MEAL system captures both quantitative and qualitative data for a holistic understanding of project progress and performance.
  • Prepare and update Log-frame and MEAL activity plans with the collaboration of project coordinator.

Data Collection and Management:

  • Ensure data inputs in regular and periodic reports and databases; prepare internal and external reports and quantitative and qualitative reports for donors, sectors, and Pulse BD. Implement data management protocols to ensure the integrity, security, and confidentiality of collected information.
  • Organize and maintain a structured database for easy access and retrieval of project-related data.
  • Work with project staff to track progress on action points related to implementation and MEAL activities.
  • Work with project staff to provide MEAL inputs for project and program reports.
  • Closely follow up on field data collection and flag data collection issues to the project coordinator.

Data Analysis and Reporting:

  • Analyze collected data to assess project performance against predefined indicators and targets.
  • Prepare regular M&E reports, highlighting trends, challenges, and success stories.
  • Provide actionable insights to project teams for informed decision-making and course correction.

Capacity Building:

  • Ensure technical staff are equipped with knowledge, tools and resources to support MEAL functions offer support in data interpretation and utilization to enhance the project’s effectiveness and impact.

Quality Assurance:

  • Conduct routine data quality assessments and validations to ensure the accuracy and reliability of collected data.
  • Identify and address data discrepancies and anomalies in collaboration with project teams.

Learning and Continuous Improvement:

  • Facilitate learning sessions to share MEAL findings, lessons learned, and best practices with project stakeholders.
  • Participate in project reviews and evaluations to contribute to project learning and adaptive management.

Coordination with IRC.

  • Maintain liaison with the IRC MEAL focal point on regular data collection and providing feedback on the data quality.
  • Conduct Regular Joint field visits with IRC for data verification and documentation and sharing findings with IRC’s Program Coordinator .
  • Regularly collect data and develop impact stories or success stories with the collaboration with IRC.
  • Assist the IRC in conducting and documenting project lessons learned and best practices.

Evaluations and Research

  • Develop ToR for different assessments and trainings, orientations, and workshops related to MEAL.
  • Provide quality assurance for assessments, baselines, surveys and evaluations.
  • Share findings and recommendations of assessments, baselines and evaluations.

Accountability systems

  • Disseminate information to the community about available (both pro-active and reactive) channels for providing feedback/complaints to IRC and Pulse Bangladesh.
  • Work closely with IRC’s CRM staff to effectively close the feedback and complaints loops, regularly updating the feedback registry as applicable.
  • Support the operation of the ‘Help Desk’, ‘Suggestion Box’, and participate in activities such as Focus Group Discussions.
  • With support from the project coordinator , develop and implement client feedback mechanisms.
  • Develop and increase utilization of accountability approaches, such as Complains and Response Mechanisms.
  • Support program implementation teams to consolidate feedback reports and monitor the implementation of actions.

Deliverables:

  • Data Collection Tools: Develop and implement data collection tools effectively.
  • Weekly BnF Updates: Ensure timely updates of the Weekly Beneficiary and Feedback (BnF) reports.
  • Monthly Dashboards: Update the Monthly MEAL and Indicator Performance Tracking Table (IPTT) dashboards on schedule.
  • Activity Monitoring Reports: Provide status reports on activity monitoring for each project.
  • Data Systems: Establish and maintain data collection and tracking systems.
  • Field Visit Reports: Produce detailed reports from field visits.
  • Accountability Mechanisms: Operationalize accountability mechanisms.
  • Tracking Systems: Implement and manage indicator and beneficiary tracking systems.
  • Assessments and Surveys: Conduct assessments, surveys, and other measurements timely and share reports accordingly.
  • Donor Reports: Submit accurate and timely MEAL inputs for donor reports.
  • CommCare Management: Oversee CommCare data entry, data management, and report generation.
  • Collaboration: Work closely with IRC MEAL focal points and the Program Coordinator.
  • Capacity Building: Facilitate collaboration and capacity building within the team
