JOB CONTEXT

  • Chemonics International, Inc., a U.S.-based international development consulting firm, is seeking qualified candidates for MEL Director position for USAID Feed the Future Bangladesh Horticulture, Fruits, and Non-Food Crops Activity. The activity supports the Government of Bangladesh (GOB) food security objective by increasing the private sector’s capacity to increase productivity and production of quality horticulture, fruits, and non-food crops that meet international standards. The activity will also strengthen the value chain, linking Bangladeshi smallholder commercial farmers, and other value chain actors towards increasing the efficiency of the market system to meet domestic and international market demands. The result will be a more competent private sector and efficient market systems that will increase farmers’ income and improve the food security of Bangladesh.
  • The Monitoring, Evaluation, and Learning (MEL) Director will be responsible for finalizing and overseeing the implementation of the Activity Monitoring, Evaluation, and Learning plan (AMELP) and designing and populating the Activity’s MEL system. S/he will work with technical staff to develop and oversee tools for data collection, storage, and analysis. S/he will train staff and partners on MEL system operations, collection methods, and tools, including, as applicable, the RMS software. S/he will perform data analyses, generate reports of findings, and ensure data and graphics for Activity communications products. S/he will champion the CLA process, also plan for and supervise qualitative data collection for the Activity learning agenda, collect and disseminate lessons learned, and share learning during Activity implementation. S/he will support the partnership team in learning from its data.

JOB DESCRIPTIONS:

Development and implementation of MEL plan:

  • Design and revise the Activity MEL plan, ensuring that it aligns with contract requirements and client objectives, including defining indicators and drafting indicator reference sheets.
  • Set up and oversee all principal MEL system components, including protocols and data flows for monitoring and evaluations, data and information management, MEL budgets, staffing, competency building and technology systems.
  • Design and implement data flows that align indicator definitions, tool matrices, databases to ensure traceable, timely, comprehensive, high-quality, and demand-responsive data collection and processing in compliance with USAID and FTF requirements.
  • Ensure Activity leadership and staff understand the importance of monitoring and evaluation and the use of information for learning purposes, and their roles and responsibilities in the collection of data for the monitoring and evaluation system.
  • Develop data collection tools necessary for capturing and reporting on Activity indicator data.
  • Design and oversee the set up of Chemonics’ Monitoring and Evaluation Software (RMS) for the Activity, including processes, data entry, storage, analysis, and reporting.
  • Perform data quality and integrity assessments, including periodically conducting field visits and spot checks to verify data and investigate any data anomalies.
  • Conduct periodic MEL training for Activity staff, and/or partners. Share information to help them monitor the progress of their work and use the data for strategic decision-making.
  • Ensure that all Memorandums of Understanding (MOUs), services agreements, or other contractual arrangements with partners stipulate their responsibilities for data collection and monitoring.
  • Review MEL system periodically to evaluate its effectiveness and adjust tools and procedures as necessary to provide the Activity with accurate and useful data.
  • Contribute to the development of annual work plans and review the relevance of the MEL plan against these work plans
  • Review and set year wise targets for the rest of Activity life during the work planning of each year, in consultation with the program team.
  • Organize and supervise annual performance survey by a third party and ensure the quality of the deliverables, including the scope of work, sampling strategies, questionnaires, analysis plans, statistical processing, and analysis.
  • Champion holistic approaches to collaboration, learning and adaptation (CLA), including design and implementation of an action-oriented Activity research and learning agenda, considering the focus of the annual workplan and value chain strategies.
  • Plan and conduct small qualitative studies based on the learning agenda of the year and communicate the learning and actionable recommendations to the stakeholders.
  • Develop staff understanding and ownership of the CLA process, and finally, ensure that the learning and recommendations coming out of the CLA process are used by the Activity as well as the partners.
  • Organize regular M&E capacity building sessions on latest M&E updates and methods to address USAID’s needs.
  • Actively provide mentorship and training to program and MEL teams to improve their competencies in quantitative methods, qualitative methods, information management, critical thinking, data communication, problem-solving, facilitation and data literacy

Communicate MEL information.

  • Compile and analyze relevant data on Activity indicators for contractual reports.
  • Provide as-requested MEL data to the client in a timely manner.
  • Regularly communicate progress against targets to Activity staff.
  • Communicate the Activity achievements and lessons learned to the global community.
