Requirements

Education

  • Professional Experience:
  • Experience in designing project logframe, M&E matrix, M&E tools and techniques and implementing in efficient manner
  • Demonstrated ability to conduct data analysis, produce presentation of findings and provide actionable recommendations.
  • Experience in designing ToR, questionnaire of program study and evaluations.
  • Strong project management skills, including planning, coordination, and project reporting.
  • Ability to work collaboratively with cross-functional teams and stakeholders.
  • Excellent written and verbal communication skills.
  • Desirable
  • Certification or additional training in monitoring and evaluation methodologies.
  • Knowledge of specific software or tools used for data management and analysis (e.g., SPSS, Excel, Tableau).
  • Familiarity with quantitative and qualitative research methods.
  • Understanding of different donor requirements and reporting frameworks.
  • Knowledge of results-based management (RBM) and logical framework approach (LFA).
  • Familiarity with digital data collection tools and mobile data collection platforms.
  • Computer proficiency:
  • Excellent command on MS Word, MS PowerPoint, MS Excel, SPSS, KoBo Toolbox etc. Have outstanding skills and expertise at communicating by email and internet.

Name of the Project: Establishing disaster-resilient communities in Satkhira (EDRCS)

Position: Monitoring & Development Officer

Job Location: Shyamnagar, Satkhira

Nature of job: Contractual, up to March 2026

Reporting to: Project Coordinator

1. Core Purpose

The core purpose of hiring the position titled “Monitoring & Development Officer” is to ensure the effective monitoring, evaluation, and development of EDRCS project under funding cooperation of CBM Global. This role requires a strong understanding of logframe, theory of change, monitoring and evaluation methodologies, data analysis, and project management principles. The Monitoring & Development Officer is responsible for designing and implementing M&E frameworks based on project logframe and systems to track the progress and impact of the project. She/he will collect and analyze data, identify trends and patterns, and provide insights and recommendations for projects improvement. S/he will need to produce the logframe indicator and M&E report for the CBM funded project as per reporting plan. At the same time, she/he will maintain collaborative working relationships among key project partners and CBM Global Bangladesh country office through effective communication, consultation and reporting.

3. Main Duties and Responsibilities

  • Develop and Implement Monitoring and Evaluation (M&E) Framework:
  • Design and implement M&E frameworks, systems, and tools to track project progress and outcomes.
  • Develop logframe indicators, targets, and data collection methods to measure program effectiveness and impact.
  • Ensure the integration of M&E activities into program planning, implementation, and reporting.
  • Data Collection and Analysis:
  • Collect, compile, and analyze based on logframe indicator from various sources, including project activities implementation in field, surveys, , and develop M&E analysis reports.
  • Conduct quantitative and qualitative data analysis using appropriate statistical software and methodologies.
  • Identify trends, patterns, and insights from data analysis to inform programmatic decision-making.
  • Monitoring Program Performance:
  • Monitor program/project activities against planned targets, timelines, and budget.
  • Track and report on program indicators and progress towards objectives and outcomes.
  • Identify areas of underperformance or potential risks and recommend corrective actions.
  • Baseline and end line Evaluation and Learning:
  • Assist in planning and conducting project end line evaluations, including baseline assessments and study activities.
  • Document and disseminate evaluation and study findings, lessons learned, and best practices.
  • Reporting and Documentation:
  • Prepare regular reports on project performance, including progress reports and donor reports.
  • Maintain accurate and up-to-date program/project documentation, including M&E plans, data collection tools, and reports.
  • Contribute to quarterly, annual narrative report, Log frame Indicator tracker with quality documents and quantitative data as well
  • Ensure timely submission of required reports and deliverables to stakeholders and funding agencies.
  • Capacity Building and Training:
  • Provide training and capacity-building support to project staff and partners on M&E methodologies and tools.
  • Foster a culture of learning and evidence-based decision-making within the organization and project teams.
  • Support the development and implementation of learning events, workshops, and knowledge-sharing initiatives.
  • Stakeholder Engagement:
  • Collaborate with project staff, partners, and stakeholders to ensure their participation in M&E activities.
  • Facilitate inclusive feedback mechanisms and learning exchanges to promote stakeholder engagement and ownership.
  • Communicate monitoring and evaluation findings and recommendations to relevant stakeholders.
  • Quality Assurance and Compliance:
  • Ensure compliance with organizational and donor requirements for monitoring, evaluation, and reporting.
  • Maintain data quality standards, including data verification, validation, and confidentiality.
  • Contribute to the development and implementation of quality assurance processes and improvements.
  • Other tasks:
  • Maintain gender-sensitive approach in all stages of the project and maintain safeguarding measures with code of conducts;
  • Any other task as assigned by the line manager.

Compensation & Other Benefits

Salary Range:

Monthly salary BDT 40000 (gross) with other benefits as per project budget.
