Work Experience

• At least 10 years of professional experience in monitoring and evaluation (M&E) and project management, including a minimum of 5 years of hands-on experience in a similar role or in M&E and project management for development projects.
• Preference will be given to candidates with experience in vocational training projects supported by international development partners or multilateral financial institutions.

Technical Skills

• Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).
• Proficiency in using various data visualization and reporting tools like Power BI.
• Strong understanding of M&E frameworks, tools, and data management processes.
• Demonstrated experience in data analysis and management of large-scale surveys.

Background & Context

• A renowned government organization, supported by an international development partner, is implementing a large-scale, nationwide project aimed at enhancing service delivery by strengthening digital infrastructure. This initiative focuses on leveraging technology to improve data management, decision-making, and operational efficiency while ensuring a robust MIS and scalable system. As part of this effort, the project is expanding its team to bring in skilled professionals who can contribute to its digital transformation goals.
• The Monitoring & Evaluation Analyst (M&E Analyst) will play a crucial role in ensuring the effectiveness, impact, and accountability of the project through robust monitoring, evaluation, and reporting mechanisms. This role involves developing M&E frameworks, data-driven assessments, and performance tracking systems to optimize decision-making and ensure alignment with project objectives. The M&E Analyst will collaborate with technical teams to integrate advanced data visualization tools, analytics, and automated reporting systems, ensuring real-time insights that enhance program performance and policy planning.

Key Responsibilities

Monitoring and Evaluation Systems

• Develop, implement, and maintain M&E frameworks, tools, and processes to ensure systematic data collection, analysis, and reporting.
• Collaborate with technical teams to establish performance indicators and monitoring strategies for program activities.

Data Collection and Analysis

• Establish and maintain an effective data collection system and reporting forms to capture quantitative and qualitative information.
• Oversee data collection, collation, storage, validation, and analysis to ensure data quality and integrity.
• Collaborate with the technical and developer teams to develop automated reporting formats that meet project data and information needs.

Reporting

• Prepare high-quality reports and presentations summarizing program progress, outcomes, and lessons learned.
• Ensure compliance with donor and organizational reporting requirements.
• Support the preparation of biannual, annual monitoring and progress reports.

Capacity Building

• Organize and deliver in-house training sessions for team members to enhance M&E capacity and reduce capacity gaps.
• Deliver Training of Trainers (ToT) for project representatives and stakeholders on data collection instruments and database management.

Field Monitoring and Support

• Conduct regular field visits to assess program implementation, data collection processes, and application use.
• Provide actionable recommendations to improve program performance and ensure adherence to M&E protocols.

Technology Integration

• Ensure compliance with the Data and Information Privacy policies of the Government of Bangladesh and international donors.
• Oversee adherence to backup schedules for all digital assets, including data, source codes, and relevant files.
• Support the development and management of access-controlled applications and web portals as part of the program’s information system.

Collaboration and Coordination

• Work closely with cross-functional teams, stakeholders, and partners to align program objectives with M&E activities.
• Organize meetings, workshops, and training sessions, including logistical arrangements with key stakeholders.
• Represent the organization in forums with government, donors, and NGOs to foster networking and collaboration.

Administrative and Logistical Support

• Assist in preparing detailed annual work plans and budget plans for the project.
• Compile and prepare presentations, manuals, progress reports, and results frameworks in line with M&E guidelines.

Other Responsibilities

• Track and monitor progress against the approved annual work plan and make necessary adjustments to ensure successful completion.
• Conduct regular reviews of deliverables and reports to ensure quality and compliance with guidelines.
• Maintain data confidentiality and security throughout its lifecycle, including effective retention and disposal of hardcopy and digital formats.
• Organize monthly team meetings to review and plan activities.
• Any other tasks assigned by the authority.
