Responsibilities & Context
Job Context.
BAPSA is the implementing partner of Ipas Bangladesh in a project funded by Global Affairs Canada through Health Bridge Foundation in Canada titled ‘Improving Sexual and Reproductive Health and Rights in Dhaka’ to improve availability and access of quality SRHR services particularly family planning, MR and Post-abortion care (PAC) services for poor and ultra-poor women and adolescents living urban areas of greater Dhaka. The project will also work to reduce SGBV by creating awareness among city dwellers. To ensure uninterrupted SRHR services during any public health emergency including COVID-19 pandemic, the project will also work for emergency preparedness and responses. The ongoing five-year project will be closed on June 2026 (with possibility of extension) in collaborate with city corporations’ health authorities and their health programs, DGFP and DGHS, BGMEA and other stakeholders and partners.
· Monitoring & Quality Assurance Officer for ISRHR project of BAPSA is mainly responsible for the execution of capacity building and skill retention activities for the Outreach Health Workers of selected UPHCSDP clinics on Social Behavior Change (SBC) and orientation on Gender Based Violence/Reproductive Coercion (Counselling) for the counsellor and service providers of selected UPHCSDP clinics maintaining the standards, protocols, and guidelines. S/he will ensure quality improvement of sexual and reproductive health services provided by the services providers and the outreach workers of UPHCDP clinics. S/he will monitor the SRHR activities including counseling at UPHCDP clinics out-reach workers. The position will conduct facility and provider-based supportive supervision, ensure data is collected from all intervention facilities and trainings, analyze data, and develop reports.
This position will be based at Ipas Bangladesh project office at Mahakhali, Dhaka. Monitoring & Quality Assurance Officer will be supervised by the Program Manager for ISRHR project of BAPSA.
Job Responsibilities:
- Maintain and monitor the delivery and effectiveness of the training program and identify solutions to challenges.
- Plan, coordinate and implement capacity building for health care providers in the project area;
- Assist in the development of training plan on Gender-Based Violence/Reproductive Coercion of selected UPHCSDP counsellors & Service providers as per the timeline of the project work plan.
- Responsible to conduct orientation on Gender Based Violence/Reproductive Coercion of selected UPHCSDP Counsellor & Service provider.
- Provide need-based support to encourage knowledge retention about SBC work and messages following Quarterly coordination & progress review meeting
- Provide support to conduct formative assessments, integrating user-centered design principles and processes, to identify and develop acceptable approaches for communicating messages on MR, PAC, contraceptive care, and GBV to women and adolescents
- Facilitate to conduct annual Client Exit Interview (CEIs) for assessing clients’ perceived quality of care and satisfaction of MR, PAC, & contraceptive services received.
- Facilitate evaluation of training effectiveness and continuous follow-up the quality-of-service delivery as per standard.
- Liaison with facility authorities and other local-level concerned officials to make an effective collaboration for improving health service delivery.
- Identify gaps in training and implement improvements in training programs.
- Perform other project related responsibilities assigned by the management
