Required Education and Experience

  • Bachelor’s/Master’s degree in a relevant field such as Social Science, Public Health, or Project Management or Management Information Systems.

  • Minimum 5 years of experience in MEAL or a related field, particularly in health programs. Educational qualification is flexible for highly experienced candidates.

  • Proven experience working with persons with disabilities, partner organizations, and multiple stakeholders. 

Additional Job Requirements

  • Strong conceptual understanding of Logical Frameworks and Theories of Change.

  • Proficiency in M&E concepts, data collection techniques, and sampling methodologies.

  • Excellent writing and reporting skills, along with proficiency in MS Office (Word, Excel, PowerPoint, Access, SPSS).

  • Ability to work under pressure, prioritize tasks, and meet deadlines.

  • Team player with experience in multi-cultural and multi-ethnic environments.

  • Strong analytical, communication, facilitation, and leadership skills.

  • Knowledge of project cycle management, including proposal writing, project planning, budgeting, and managing donor-funded projects.

  • High-level proficiency in English language. 

Contacts and Key Relationships

  • The MEAL Officer will report directly to the Project Coordinator and will work closely with the field teams, organizational project management, and the Concern Worldwide team.

  • Regular interaction with the relevant all government departments (e.g., health, family planning, local government, women and child affairs etc.) statistics department at division, district, and sub-district level officials, Community Clinic, and Union Health and Family Welfare Centre (UH&FWC) representatives, and other local stakeholders is expected.

Responsibilities & Context

AVAS is implementing the “Partnerships for Improved Reproductive, Maternal, Neonatal, Child, and Adolescent Health (RMNCAH) in Coastal Bangladesh” project, funded by Margaret A. Cargill Philanthropies (MACP) and supported by Concern Worldwide. This initiative aims to improve RMNCAH services in the coastal regions of Bangladesh, particularly in Galachipa sub-district, Patuakhali district. The project duration is up to December 2026. AVAS is seeking a competent and motivated Monitoring, Evaluation, and Learning (MEAL) Officer to support the Project monitoring, evaluation and learnings components in collaboration with the Project Coordinator ensuring that the activities are carried out in alignment with the project’s goals and objectives. 

The MEAL Officer will be responsible for monitoring the project’s inputs, outputs, outcomes, and constraints across the project in respective area. The MEALO will conduct periodic analysis, enabling management to evaluate whether activities are progressing as planned and achieving desired outcomes as per the Logical Framework Approach (LAFA) and Theory of Change (TOC). The role includes data management, reporting, quality assurance, and facilitating community-based monitoring tools for effective decision-making and compliance with program standards. 

Key Responsibilities

1. Program Implementation and Coordination:

  • Plan, implement, and coordinate project activities to achieve objectives and goals.

  • Facilitate the development and preservation of project plans, including micro-projects and shared project plans.

  • Assist in program monitoring, evaluation, and documentation of lessons learned and best practices.

  • Contribute to program design, including log frame development and budget planning. 

2. Capacity Building:

  • Build M&E capacity within the program team and among community stakeholders.

  • Lead the development of effective M&E systems, methodologies, and frameworks.

  • Set learning, reporting, and accountability standards to ensure project success.

  • Provide guidance on data collection, methodology, management, analysis, and use. 

3. Stakeholder Engagement:

  • Support cooperation with a wide range of stakeholders and target groups, including community-based programs, authorities, and local government bodies (e.g., Upazila and Union Parishad).

  • Engage stakeholders for the effective implementation of M&E tools and systems. 

4. Monitoring and Supervision:

  • Closely monitor health services and nutrition facilities provided by the project.

  • Evaluate program effectiveness and ensure expenditure aligns with budget allocations.

  • Conduct field visits to ensure data accuracy, reliability, and relevance.

  • Oversee research activities, including surveys, FGDs, KIIs, success stories, and case studies. 

5. Advocacy and Liaison:

  • Provide evidence-based data for advocacy efforts and communicate with senior management through detailed reports and presentations.

  • Maintain relationships with local government authorities, including UNOs and other officials, for data collection and validation purposes. 

6. Report and Documentation:

  • Prepare and share M&E reports with stakeholders at various levels.

  • Visualize project progress and present findings during donor meetings and reviews.

  • Document lessons learned, challenges, and best practices for continuous improvement. 

7. Additional Responsibilities:

  • Perform any additional tasks as assigned by the supervisor to support project success.

  • Ensure regular communication with the project team and external stakeholders for effective monitoring and decision-making.
