Additional Requirements

  • Minimum of five (5) years of experience in monitoring, evaluation and learning of development projects including successful planning, report writing and process documentation.
  • Preference will be given to candidates with advanced training / technical knowledge of Geographic Information Systems (GIS), and experience in developing and managing GIS-based integrated spatial database systems.
  • Experience in USDA/USAID-funded market system program monitoring and evaluation, most specifically the demonstrated ability to select effective interventions and ensure quality implementation to inform program improvements is preferable.
  • Experience in using data analysis tools and software to manage and interpret project data effectively.
  • Have strong track records in producing quality reports, learning and best practices documents, systemic change stories, and other MEL documents.
  • Flexibility and readiness to travel to project sites as required to oversee and support field activities.
  • Ability to work both independently and collaboratively as part of a team to achieve project goals.

Required Skills and Competencies:

  • Ability to gather, organize, and analyze both quantitative and qualitative data to develop knowledge products and generate reports.
  • Strong understanding of Knowledge Management and Monitoring and Evaluation (M&E) processes, including designing indicators, measurement, monitoring, evaluation, and collaborative learning.
  • Advanced computer skills, including Microsoft Suite, proficiency in mapping software (ArcGIS/QGIS), statistical software packages e.g., SPSS, STATA and any qualitative data analysis software e.g. NVivo/ATLAS/ Dedoose.
  • Familiarity with mobile data collection platforms (like Kobo Collect, ODK, Survey CTO, etc).
  • Ability to communicate complex or sensitive issues clearly and effectively with individuals at all levels within and outside the organization.
  • Strong writing skills to produce clear, concise, and well-organized reports and documentation.
  • Awareness and sensitivity to local cultural issues, particularly in representing a US-based agency in diverse environments.
  • Familiarity with USAID/USDA rules and regulations is preferred to ensure compliance in project implementation.
  • Fluency in English, both written and oral, to facilitate effective communication and reporting.
  • Proven track record of successful teamwork and the ability to facilitate presentations and discussions effectively.
  • Demonstrated self-motivation, eagerness to learn, and a strong work ethic to contribute positively to the team and project outcomes.

The Bangladesh Climate Smart Livestock (BCSL) project, funded by the United States Department of Agriculture (USDA) and implemented by ACDI/VOCA, is a five-year initiative spanning from October 2023 to September 2028. It aims to enhance the resilience and productivity of Bangladesh’s livestock sector amidst climatic adversities.

The project adopts a climate-smart market systems development approach to improve access to knowledge, services, and markets for small-holder farmers. It emphasizes the adoption of cost-effective climate-smart agriculture technologies and practices, targeting improvements in farm productivity, reduction of greenhouse gas emissions, and supporting government climate goals. This initiative builds on ACDI/VOCA’s extensive experience and strong relationships within Bangladesh’s livestock sector.

Pursuant to its mission, ACDI/VOCA is seeking experienced and talented professionals for the Monitoring, Evaluation and Learning (MEL) Coordinator position.

Project name: Bangladesh Climate Smart Livestock project

Reports to:MEL/CLA Director

The Monitoring, Evaluation, and Learning (MEL) Coordinator, reporting to the MEL/CLA Director, is responsible for executing MEL activities in collaboration with the MEL team. This role focuses on process M&E, including data collection, analysis, reporting, and knowledge management to enhance learning and accountability in project management. The coordinator ensures the effective implementation of the MEL system by key stakeholders, including partners, and provides technical support for data collection, analysis, and reporting for quarterly and annual reports. The role involves operationalizing the knowledge management system by documenting program learnings, best practices, and success stories, organizing review sessions, and contributing to the presentation of project progress. The coordinator will also guide discussions on learning and adaptation with external stakeholders and technical teams, support the updating of performance data, and prepare various reports and documentation. Based in Jashore/Bogura, the Coordinator will frequently travel to field sites (70%) to ensure data quality and will work closely with the M&E Specialist, MIS Specialist, regional program team, and private partners under the MEL & CLA Director’s supervision.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Collaborate with stakeholders to set up MEL systems and data collection efforts that promote evidence-based learning, local capacity building, and sustainability of livestock value chain activities.
  • Ensure effective implementation and synchronization of MEL activities across project locations and components.
  • Oversee data collection, consolidation, analysis, and validation to generate essential statistics for decision-making and ensure timely reporting of project indicators.
  • Support the execution of the MEL Plan, including the collection and reporting of disaggregated and gender-sensitive data, while identifying areas for improvement in MEL procedures.
  • Monitor compliance with operating procedures, recommend improvements, and support the continuous enhancement of program and service quality.
  • Assist in preparing research frameworks and tools and provide technical support to ensure effective implementation of surveys and studies.
  • Develop and enforce data quality standards, conduct Routine Data Quality Assessments (RDQA), and adjust based on audit findings.
  • Assist in the design and implementation of knowledge management frameworks to capture and disseminate lessons learned, best practices, and success stories, enhancing the adaptive management of the BCSL project.
  • Facilitate in the collection of field trials and demonstration data in the project area.
  • Assist in the preparation of accurate and timely reports for donors and HQ, including semi-annual and annual reports.
  • Support capacity building for program and partner staff on MEL tools, data management, analysis, reporting, and documentation, ensuring alignment with ACDI/VOCA standards.
  • Perform additional responsibilities as delegated by MEL Director and/or senior management.
