Requirements

Education

Master’s degree or bachelor’s (with relevant experience) in Economics, Development Studies, Business Administration, Anthropology, Statistics, Mass Communication, or any other relevant disciplines.

Experience

• At least 3 years

Additional Requirements

Experience: Minimum 3 years of progressive professional experience in similar role(s), preferably in NGO/INGO/Projects that apply DCED standards for project review and/or apply ISD/MSD approach for project monitoring.

Skills & Competencies:

• Excellent verbal and written communication skills in English and Bangla.

• Proficent in MS Office programmes (specifically Word, Excel, PowerPoint, and Outlook).

• Technical background in quantitative and qualitative analysis and/or working knowledge of data analysis tools such as SPSS/Stata/NVivo.

• Familiarity with audio visual communication and graphics designing tool will be considered an asset.

• Is a team player but also has the ability to work independently with limited to no supervision.

• Excellent organisational skills and ability to multitask effectively under pressure.

• Excellent analytical, negotiation, decision making and problem-solving skills.

• Demonstrates curiosity to learn and acquire knowledge from vastly different sources.

• Communicates clearly with internal and external stakeholders.

• Results orientated, excellent data presentation, and strong research and reporting skills.

• Attentive to details and quality of work.

• Extra-curricular experiences will be highly valued.

Responsibilities & Context

Job Purpose

The MEL Officer plays a crucial role ensuring accountability, inclusivity, and responsiveness in the provision of climate-resilient public services, facilitating effective engagement between local government institutions, citizens, private sector actors, and central government institutions. By formulating MEL strategies, conducting field missions, analysing data, and disseminating findings, the Officer – MEL enables evidence-based decision-making, fosters learning, and supports the achievement of project goals, ultimately enhancing the project’s impact on local governance and service provision.
