Solid understanding of South Asia’s value systems, traditions, and social norms and practices, particularly Bangladesh, strongly preferred.

The Asia Foundation (TAF) seeks an experienced MEL Specialist for its five-year Promoting Effective, Responsive and Inclusive Governance in Bangladesh (PERI) Programme funded by the Foreign, Commonwealth & Development Office (FCDO). The program will focus on more inclusive, peaceful politics and greater accountability of the state in Bangladesh.
The successful candidate will be based in Dhaka and work closely with the PERI Team Leader to develop, coordinate, and strengthen the project’s overall MEL framework, including change pathways, tasks, activities, and systems to support an adaptive program. Experience in implementing complex and multifaceted projects is required, with knowledge of or experience in MEL activities, political economy analysis (PEA), adaptive management and iterative approaches, and codesign processes with multiple stakeholders.
SUMMARY OF JOB RESPONSIBILITIES

Assist effective program implementation by offering top-notch technical support and guidance in enhancing program monitoring and evaluation practices.

Contribute to developing a comprehensive MEL plan with defined indicators and a reporting schedule aligned with program and donor requirements.

Develop/review intervention’s theories of change, log frames, indicators and targets, project implementation plan, monitoring and evaluation plans, data collection methodology, and relevant tools for monitoring and reporting program activities and results.

Convene regular review and reflection sessions to refine the theory of change and assess intermediate progress throughout program implementation; update the MEL framework according to discussions, changes in context, and other observations about what is and is not working for the program.

Documents change in context, process and outcome indicators, observations and learning systematically and in coordination with PERI’s tools and processes.

Collaborate closely with the project management team, consultants, and partners’ staff involved in data collection, analysis, and monitoring, ensuring timely updates to the Monitoring and Evaluation (M&E) database.

Build the MEL capacity of staff, partners, and other project stakeholders to develop and implement appropriate MEL frameworks and methodologies.

Identify innovative approaches and effective practices within communities and support extracting valuable insights through thoroughly analyzing field contexts. Channel this information into the learning agenda to facilitate knowledge sharing.

Contribute in Quarterly, Annual Reports and lead the Annual Review Process.

Develop and implement feedback systems at the community level that receive, handle, and address feedback in accordance with FCDO policies and procedures.

Improve using MEL-generated and other evidence-based information to inform adaptive management.

Facilitate the creation of MEL products that communicate findings to a broad audience; and

Ensure compliance with FCDO processes and guidance.
