- Minimum 03 years of relevant experience on MEL in National / International NGO.
- Strong computer application skills in the use of MS Office packages (Access, Word, Advance Excel, PowerPoint e-mail). (Required)
- Experience analyzing and presenting program data (Required)
- Excellent interpersonal communication skills, and fluency in spoken and written English and Bangla languages. (Required)
- Have a clear understanding of the program’s MEL framework, tools, process, sampling, data collection frequencies, and data sources. (Required)
- Experience with Feed the Future projects or other development or food security/ nutrition (i.e. USAID funded) related projects (Preferred)
- Previous experience working in the CHT areas and/or knowledge of the CHT region (Desired)
- Maintains data collection tools (ODK/ KoBo) and devices. (Desired)
- Experience to drive Motorcycle and have valid motorcycle driving license. (Preferred)
- Ability to work in a team environment and independently. (Preferred)
Responsibilities & Context
SCOPE OF RESPONSIBILITIES:
The Monitoring officer, for the USAID funded Bandarban Agriculture and Nutrition Initiative (BANI) improved food security and nutrition activity will be based at Bandarban and report Interim Director- MEL and Communications and work closely with the Bandarban-based MEL Specialist and Program team. The Monitoring officer will be the field level focal point to assist front line staffs for using data entry software (like: iSTREAM, ODK, PowerBI ) and in building the capacity of field staff in effective use of the data management tools and reporting templates. S/he will also take part to support the MEL team in order to ensure the quality of MEL data through desk review, spot check/field visits.

Responsibilities:
- Regularly track and monitor the implementation of the project work plans and activities, reporting on their timeliness and quality
- Actively contribute to the development of a schedule, timeline, budget, and Procurement Form (PF) specifically tailored for Monitoring, Evaluation, and Learning (MEL) activities, ensuring alignment with the predefined plan.
- Assist for program data processing, data cleaning and data analysis tasks for preparing timely regular monthly, quarterly, annual, and other need-based reports while maintaining quality.
- Facilitate effective communication to ensure uniformity in tool usage, processes, and approaches for MEL systems among all IPOs,
- Organize joint MEL team visits with program team for quality enhancement and troubleshooting.
- Review and validate data for completeness, consistency, and compliance with source document/supporting evidence.
- Generate monitoring findings with monthly project activity progress and disseminate the supporting information
- Collaborate and communicate regularly with MEL and MIS team members, addressing feedback and comments as provided.
- Prepare monthly MEL activities implementation plan and trucking the progress
- Monitoring day-to-day progress of activities at field level
- Perform any other duties as requested by the Interim Director- MEL.
ACCOUNTABILITY:
The Monitoring Officer is accountable to Interim Director- MEL, BANI for overall performance and also responsible for coordinating with the MEL Specialist.
