  • Excellent report writing and content design skills;
  • Expertise in producing advocacy & communication materials;
  • Experience in working with government officials, NGO/INGOs, press, private sector, commercial/ media and donor agencies;
  • Excellent computer literacy in MS Office package and graphic designing software e.g. i.e. Adobe Photoshop, Illustrator, After Effects etc.
  • Ability to work in a team to deliver within deadlines in a dynamic and fast-paced work environment.

Responsibilities & Context

Swisscontact was established in 1959 as an independent foundation by notable figures from the worlds of commerce and science in Switzerland. It is exclusively involved in international development cooperation and has carried out its own and mandated projects since 1961. Based in Zurich, Swisscontact currently employs over 1,400 staff worldwide and manages 136 projects in 41 countries on behalf of public and private donors.

Access to healthcare in rural communities is a major concern in Bangladesh primarily due to the dearth of skilled healthcare workforce. There are alarmingly 0.66 healthcare providers per 1000 population in the country while the WHO recommendation is 2.28 per 1000 population. The project “Achieving Sustainability Towards Healthcare Access” (ASTHA; formerly known as TARSAN) was introduced in 2011 to address this gap. Jointly funded by Novartis, Julius Baer Foundation and Swisscontact, the project aims to improve access to quality healthcare service at the rural level through the development of skilled Community Paramedics.

ASTHA is currently in Phase III (January 2023 to December 2026) which will emphasise on business viability of Community Paramedic Training Institutes (CPTIs) and Community Paramedics (CPs) and on acquiring important partnerships for nationwide scaling up and sustainability. The project operates in twelve districts, namely, Bogura, Lalmonirhat, Nilphamari, Rangpur in the north, Dinajpur and Gaibandha in the north-west, Moulvibajar, Sunamganj and Sylhet in the north-east, and Barguna, Barisal, and Patuakhali in the south.

Swisscontact is inviting applications from development professionals, willing to be a part of ASTHA as the:

Employment start: Earliest start date as per convenience.

Contract duration: One (01) year, with a probation period of three (03) months.

Place of work: Dhaka, Bangladesh with occasional visits to the field location.

Reporting Structure: The incumbent will report to Manager-Policy and Advocacy.

Essential Functions and Responsibilities

A. Policy and advocacy:

  • Conduct analysis of public sector stakeholders to understand their willingness and capacity to promote Community Paramedic course and profession;
  • Maintain liaison with relevant government stakeholders to advocate for project agenda;
  • Conduct systemic reviews of healthcare policies and suggest areas of improvement to promote opportunities for Community Paramedics;
  • Coordinate with project advisors and technical consultants to meet advocacy-related objectives of the project; and
  • Maintain working relationships with relevant associations, private sector stakeholders, development partners, field offices and other project partners.

B. Communications and public relations:

  • Identify target audience and design communication materials to ensure effective and meaningful communication with internal and external stakeholders;
  • Develop communication objectives, strategy, guidelines, goals, and action plan in line with broader strategies and guidelines of Swisscontact and donors of the project;
  • Communicate with project team members and conduct field visits to collect communication materials (e.g., photographs, case studies, stories, aide memoire, reports, data etc.);
  • Track media footprints and promote project results and impacts in national and international media platforms;
  • Oversee the creation of promotional materials such as banners, videos, infographics, and other digital assets;
  • Review and provide feedback on content produced by media houses and communication agencies to ensure it meets Swisscontact’s standards and objectives; and
  • Support in organising different types of events (internal and external) e.g. meetings, seminars, workshops, trainings, awareness campaigns and day celebrations etc.

C. Other duties and responsibilities:

  • Ensure gender mainstreaming in all interventions of the project as the gender focal of the project;
  • Support the tasks of other departments of the project, especially the capitalisation and business development efforts; and
  • Any other task as mutually agreed by the supervisor and the employee.

Physical Demands: Field visits play a large part in the incumbent’s activities; as such, it is expected that the incumbent is willing and able to take part in such activities as and when needed and sometimes within short notice.

Working Conditions and Environment: This will be applicable according to the Swisscontact Business Administration Manual.
