Required Qualifications & Experience:

Master’s degree in agribusiness, international development, MBA or similar fields.

At least 10 years progressively advanced management experience in development programming related to market systems development, livelihoods and/or workforce development.

Minimum of five (5) years of successful experience as a manager in a donor funded project, preferably USAID.

Demonstrated experience engaging private sector actors, developing MOUs and carrying out collaboration activities

Demonstrated expertise on market system development, value chain development, livelihoods, markets for the poor and/or job training.

Excellent computer skills – Word, Excel, PPT, etc.

Excellent communication and interpersonal skills in English and Bangla.

Fluency in English.

Previous experience working with programs in Cox’s Bazar district and/or the CHT desired.

Responsibilities & Context

Cox’s Bazar and the three Chittagong Hill Tract (CHT) districts are among the lowest ranked in Bangladesh for education, skills training, food security, poverty and agricultural productivity. The situation has worsened since 2017, with the Rohingya refugee influx, which has put enormous pressure on the local economies, resulting in loss of livelihoods, depressed local wages, increased food insecurity and distorted local market systems. The increased population has also put severe pressure on already limited resources. There is a need for safe drinking water and sanitation facilities. Forests have become degraded negatively affecting biodiversity and ecosystem services. Moreover, these districts are prone to natural disasters including fires, flash floods, landslides, extreme heat and drought. Cox’s Bazar experiences these as well as rising sea levels, salinification of soil and water, and tropical cyclones.

In response, USAID’s Host and Impacted Communities Resilience Activity (HICRA) led by Friends In Village Development Bangladesh (FIVDB) will take an integrated approach to improve the overall well-being and resilience of people residing in the communities hosting or impacted by the Rohingya refugee crisis. HICRA will achieve this goal through the implementation of livelihoods; water, sanitation, and hygiene (WASH); natural resource management (NRM); and disaster risk reduction (DRR) interventions with an estimated 114,000 households across the four prioritised districts, Cox’s Bazar, Bandarban, Rangamati, and Kargarachari.

ROLE

The Private Sector Engagement and Workforce Development Technical Lead will ensure the activity meets the anticipated outcomes, milestones and targets of Intermediate Result (IR) 1.1 – Increased access to relevant and high-quality skills training that connect to employment opportunities, IR 1.2 – Improved access to high-quality agricultural inputs and services and IR1.5 – Increased Market Linkages and lead the development of the Private Sector Engagement Strategy. The candidate will identify and engage private sector actors to support HICRA producers engaged in production of High Value Commodities, fruits and vegetables, poultry and livestock, and those engaged in off-farm income generation activities, including WASH, improved cookstoves, Ecotourism, LPG, etc. The incumbent will also support workforce development by proactively identifying opportunities, organising training, providing assistance and mentoring the applicants.

The candidate will work closely with Team Leader, Livelihoods and Market Development, Technical Lead, UPG, Technical Lead, Livelihoods & Market Development, and other Team Leaders and Technical Leads to ensure synergies among other result areas: disaster risk reduction, WASH, natural resources management, and cross-cutting themes of gender equality, youth empowerment, social inclusion, and environmental sustainability. S/he will provide technical and managerial leadership over IR 1.1, 1.2 and 1.5 and be responsible for developing MOUs with the private sector to collaborate on identifying formal employment opportunities and ensuring linkages to support IR 1.3 – Increased production of high-value commodities, IR 1.4 – Expanded opportunities for sustainable livelihoods, and IR 1.6 – Achieved graduation criteria for ultra poor households. The PSE Technical Lead will be responsible for leading IR 1.1, IR 1.2 and IR 1.5 work plan development and contributing to IR 1.3, IR 1.4 and IR 1.6 ensuring participants are linked with appropriate private sector actors, activities are completed as per plan, outcomes are achieved and compliant with donor and organisational . The incumbent will manage for impact and be responsible for related project reporting. The candidate will leverage government programs, private sector, other USAID activities and other donor funded programs to maximise impact and reduce costs.

The candidate will build the capacity of Implementing partners to identify participant needs, organise training and engage with the private sector. The candidate will create an enabling environment for collaboration, learning and adaptation, contribute to staff capacity building, support localization, and provide the inclusive and well-orchestrated leadership needed to best meet the complex needs of HICRA’s participants in cost efficient ways. This includes collaborating with various stakeholders including the Government of Bangladesh, USAID, other USAID activities, traditional leaders and HICRA consortium partners. S/he will apply strategic and analytical skills to accomplish goals and meet objectives, and demonstrate initiative and willingness to work together in partnership with the consortium and all key stakeholders.

Main Areas of Responsibilities.

Lead and achieve Intermediate Result 1.1, 1.2 and 1.5 goals, objectives targets and milestones

Lead the development of the Private Sector Engagement Strategy – develop an outline, conduct desk research and primary research in Dhaka and project districts. Incorporate findings from HICRA and other assessments.

Lead the implementation of the private sector strategy.

Ensure 4,680 youth are trained in job development skills.

Support IR 1.4 to provide livelihood-related trainings through collaboration with the private sector, and provide leadership for the off- farm IGA training component

Engage and manage consultants as necessary

Manage the IR1.1 IR 1.2 and 1.5 budget while maximising efficiency

Develop IR-level work plan, detailed implementation plans in coordination with other Result 1 staff

Provide weekly updates on progress of against plans

Lead USAID and government required progress and results reporting for private sector engagement and workforce development.

Elevate concerns, challenges and issues while contributing to finding solutions

Ensure GYSI and protection/safeguarding approaches

Ensure environmental sustainability and contribute to the EMMP

Coordinate with other workforce and livelihood donor/GOB programs/projects

Work with the MEL team to support indicator tracking and reporting, analyse data, share learnings and apply adaptive management approaches to increase outcomes.

Provide overall technical leadership in the areas of market system development, private sector linkages, livelihoods and workforce development.
