  • Minimum 3 years’ experience working in a procurement role for USAID funded projects.
  • Knowledge of USG and USAID rules and regulations for contracts including the FAR, AIDAR, and 2 CFR Part 200 preferable.
  • Experience with construction services procurement preferred.
  • Ability to respond effectively to time sensitive demands & inquiries.
  • Proficiency using Microsoft office suit, and other relevant software.
  • Excellent organizational skills with a willingness to take initiative and be proactive in the procurement process.
  • Ability to manage and prioritize multiple concurrent bids.
  • Excellent communications and personnel management skills and ability to relate to people at all levels of an organization and of different multi-cultural backgrounds.
  • Language: Fluency in English & Bengali is required.

Responsibilities & Context

Background

  • The Feed the Future Bangladesh Agricultural Infrastructure Development Activity is a United States Agency for International Development funded project implemented by PAE, an Amentum company. The Activity seeks to address the infrastructure needs of farmers through investments in rural roads, market centers, collection centers, cold storage facilities, and irrigation systems. By investing in rural infrastructure, the Activity will increase incomes, create jobs, reduce crop losses, improve agricultural productivity, and strengthen food security.

The main five objectives of the program are:

  • Increase access to markets for agricultural produce, inputs, and services by improving transportation of agricultural produce and inputs, while improving the capacity of the Local Government Engineering Department (LGED) to maintain rural roads. Enhance post-harvest handling and storage of agricultural produce by increasing access to post-harvest handling and storage facilities and improving the operation and maintenance of aggregation and storage facilities. Improve women’s participation in the markets. Engage the private sector in order to maximize the impact of the Activity. Build operation and maintenance capacity at the markets.

Position

  • PAE/Amentum is seeking a full-time Procurement Administrator. This position is based in PAE/Amentum’s Dhaka office

Duration

  • The employment contract will be initially one year with possible extensions upon funding and successful performance by the candidate.

Key Responsibilities:

  • The Procurement Administrator will play a key role in ensuring integrity, fairness, and openness in procurement processes as well as adherence to policies, procedures, and controls in coordination with Operations Manager. The main responsibility for this position as follows.
  • Oversee the entire procurement process, from requisition to contract award and delivery.
  • Monitor procurement activities to ensure compliance with established procedures and regulations.
  • Update trackers to ensure subcontract renewals are timely.
  • Assist with change order pricing and reviews
  • Maintain accurate and up-to-date procurement records, including contracts, purchase orders, and supplier information.
  • Collaborate with program team to identify their procurement needs and requirements.
  • Prepare complete backup documentation for procurement & submit to Global Supply Chain Management team
  • Ensure Amentum/USAID and FAR regulations, policies, and procedures are followed and enforced.
  • Help project staff understand the rules & regulation of procurement systems as necessary.
  • Gather current pricing information independently. Conduct price/cost/reasonability analyses.
  • Evaluate and document vendor performance and develop plans to improve supplier performance
  • Help project staff to understand the requirements for submitting statements of work, to determine other technical specifications.
  • Prepare cost evaluation data, and source selection documentation.
  • Carry out other duties and responsibilities as directed.
