Research Triangle Institute (RTI) has over 30 years’ experience assisting governments, communities, and the private sector. As a not-for-profit, independent research institute based in North Carolina, USA, RTI has roughly 6,000 employees with global experience implementing international development projects. RTI’s Global Health Division (GHD) within the International Development Group, works in Malaria and Neglected Tropical Diseases; Global Health Security and Public Preparedness; Heath Systems Strengthening – including Health Governance, Health Finance, Human Resources for Health, Capacity Building, and Health Policy and Advocacy; and Integrated Care – including Reproductive, Maternal, and Child Health and Family Planning. We address a range of public health problems to reduce disparities, lower disease burdens, and build locally owned sustainable health programs in lower- and middle-income countries.

Responsibilities

RTI is seeking a Procurement & Logistics Specialist in Bangladesh. Under the direct supervision of the Senior Operations Manager, the Procurement and Logistics Specialist is to conduct overall functions of project procurement and logistics, including procurement support of the regional offices. This position will provide coordination of the entire procurement and logistics component for the SLLHS activity in Bangladesh while ensuring compliance with RTI policies and procedures and USAID regulations.

Position is contingent upon award and funding.

Primary Responsibilities

  • Take lead in the preparation and implementation of the annual procurement plan supported with budget and timetables.
  • Conduct market research for goods and services needed by the project.
  • Initiate and keep up to date roster of verified local suppliers.
  • Effectively negotiate with suppliers on a wide variety of commodities and services for the best overall value to the project.
  • Prepare and issue RFP/RFQ(s) for project procurements such as materials, equipment, commodities, and services.
  • Coordinate bid evaluations and ensure proper documenting of competitive or sole source procurement processes in accordance with RTI policies and procedures.
  • Draft purchase orders for goods and services.
  • Contribute to the supply chain management by monitoring Purchase Orders from the ordering point through the follow-up, expediting, and delivery of the required goods and/or services, timely invoicing by vendors.
  • Establish effective tracker for approved Purchase Requisitions (PRs), and in cooperation with Operations Officer and Finance team keep it updated for all stages in the process, from PR issuance to making a payment.
  • In cooperation with Operations Officer and program staff, compile compliant sets of required documents for submitting payment requests to Finance for procured goods and services.
  • Lead preparation of quarterly, and, if needed- monthly accruals for goods and services that have been delivered but not paid yet.
  • Support valuation of cost share from partners and counterparts by providing comparative quotations and conducting market research for pricing.
  • Coordinate the freight forwarding efforts with the RTI Logistics Office and Home Office Support Team as required.
  • Understand and ensure compliance with legal guidelines, Federal Export Control (if applicable), contracting principles, sourcing, and price/cost analysis requirements.
  • Assist the Home Office Support Team in the preparation of requirements for RTI requesting USAID approvals for local sub-agreements source and origin waivers (if any) and budget approvals for nonexpendable property.
  • Perform other related duties as assigned by the supervisor.
