  • Years of experience: minimum four years of relevant experience working with USAID or other international donor-funded projects will get preference.

  • Demonstrated knowledge and experience with USAID regulations and control systems preferred.

Responsibilities & Context

Bangladesh Higher Secondary Education Activity (HSEA)

Job summary: USAID funded Higher Secondary Education Activity (HSEA), implemented by the Chemonics International Inc, will support the Ministry of Education’s DSHE, its higher secondary teacher training institutes, and the National Academy for Educational Management (NAEM) to improve the quality of HSE teaching. The project’s objectives are 1) Teachers’ instructional and management skills enhanced 2) Leadership and supervision capacity of principals and education officers strengthened 3) Coordinated and harmonized training for teachers/principals/education officers introduced in HSE.

Principal Duties and Responsibilities

  • Under direct supervision of Procurement and Logistics Manager, the incumbent will be responsible for following tasks include but are not limited to: (duties are not all-inclusive nor exhaustive)
  • The procurement and Logistics Officer will assist the Procurement and Logistics Manager, with procurement activities including RFP/RFQ preparation and publication, and financial and technical bid evaluations to ensure that they are in line with USAID and Chemonics’ procurement guidelines and according to the organization’s required specifications, complete all the vetting processes required by Chemonics procurement policies and procedures, issue PO to the vendors and complete closeout process by ensuring timely tracking and delivery of goods.
  • Assist in preparing and reviewing vendor agreements, consultant contracts, rental leases/agreements. Maintain tracking documents for deadlines of agreements and contracts.
  • Vendor bills reconciliation with finance team.
  • Travels as required to inspect and/or receive delivery of equipment at activity sites.
  • Assist and update asset/inventory register, vendor’s database, also ensure compliance and all the due diligence processes in contract preparation, negotiation with vendors, and payment process.
  • Maintains the overall integrity of the procurement filing system by ensuring that appropriate documentation is included in each procurement file.
  • Handle travel arrangements such as hotel reservations and road travel for all travelers coming to Dhaka and for all Dhaka-based staff traveling outside of Dhaka.
  • Assist the Procurement and Logistics Manager preparing the annual procurement plan.
  • Travel outside of Dhaka when necessary.

Period of Performance: This is a long-term position for one year, with possibility of extension.

Supervision and Reporting: Reports to the Procurement and Logistics Manager.

Location of Assignment: The Procurement/Logistics Officer will be based in Dhaka, Bangladesh, with periodic travel required throughout the country based on project needs.
