  • Proven experience on program planning, implementation, budgeting, financial management, staff management, report writing and monitoring & evaluation.
  • Clear conception/understanding on nutrition, livelihood and food security project dynamics
  • Skill in speaking and report writing in English.
  • Implementing development project in urban area would prefer
  • Computer skill on MS word, excel, power point and others.

Responsibilities & Context

Name of Project: Mother and Child Benefit Programme (MCBP)

Job context: National Development Programme (NDP) has been working for implementing Mother and Child Benefit Programme (MCBP) in eight locations of Bangladesh as a Cooperating Partner of World Food Programme (WFP) to support DWA and MoWCA.

Now NDP is seeking a qualified female candidate for the position of Program Manager (PM). Here she will be primarily responsible for the achievement of the main objectives of MCBP. The specific objectives of this programme are to strengthen self-registration process by creating awareness through innovative campaign strategies; to ensure identification and enrollment of eligible pregnant women; to make sure functional monthly payment system; to ensure use of the allowance to fulfill their nutritional needs; to create and promote awareness among the project participants on food, nutrition and hygiene; to increase access to maternal health related services for safe motherhood and up-birthing; and to generate evidence from the learning hubs to support scale up and generate necessary information for adaptations of the program as well as advocate for improvement of the MCBP.

Responsibilities:

Management:

  • Lead the total programme operation in the 8 geographical locations of Bangladesh including Dhaka city.
  • Develop project operation guideline (SOP).
  • Ensure logistics management in the programme.
  • Ensure that the selected 7 Upazilas are learning hub for the other scale up Uazilas.
  • Proposaland budget review and ensure timely financing.
  • Represent the program in different forums.
  • Conduction of training/seminar/workshops, and other program activities
  • Organize progress review meeting with program staff (monthly/weekly)
  • Ensure personnel management and other administrative work.
  • Participate in recruitment of staff and WDW for the project (if required).

Planning:

  • Develop annual, six-monthly, quarterly and monthly activity plan of the project.
  • Prepare monthly field implementation plan with budget in accordance with detailed activity plan.
  • Identify potential stakeholders and develop relevant implementation strategies
  • Assist the project staff for programplanning.
  • Develop field visit plan for government officials and other stakeholders.

Capacity Building:

  • Support for capacity building of project staff and other stakeholders.
  • To carry out supportive supervision, monitoring and motivation to staff
  • Plan and implementation appropriate orientation,mentoring and training for staff.
  • Define the project objectives and share with the project staffs.

Training:

  • Excellent facilitation skill.
  • Develop training/communication and SBCC materials.
  • Review of training materials and plans developed by project staff.
  • Facilitate different training, workshops/ seminars, etc.

Programme Coordination:

  • Maintain regular coordination with WFP and DWA.
  • Coordinate with divisional district/Upazila administration and line ministry departments
  • Coordinate different delegates (WFP/GoB/others)/development partner’s field visit
  • Coordinate to develop and maintain congenial atmosphere/team building within the program.
  • Coordinate with other NGOs implementing projects in the area.

Programme Monitoring and supervision:

  • Development of monitoring and reporting tools for the programme.
  • Frequent field visit for programme monitoring in different locations.
  • Supervise the routine management and running of the different component of the programme
  • Ensure the adequate follow-up of staff performance
  • Ensure that essential monitoring mechanisms are in place
  • Ensure that performance indicators in nutrition and food security are properly measured and meet within the different interventions and in line with the ongoing standardization of the programme.

Logistic Support:

  • Ensure the required training logistics are identify and fulfilled
  • Check and ensure if the logistics manage to have timely order, procurement and supply of essential commodities and supplies for the nutrition programme.
  • Make sure that the team follows proper logistics procedure.

Financial Management:

  • Prepare monthly financial projections and share the respective authorities.
  • Ensure that required procurements are done timely and following proper process.
  • Mange activity budgets, control expenditure and report on time to respective authorities.
  • Ensure time procurement maintaining quality.

Documentation and Reporting:

  • Ensure proper documentation from the learning hub for the scale up Upazilas.
  • Ensure regular reporting system from field to project office.
  • Prepare case studies/success stories on program outcome on regular basis.
  • Prepare monthly, quarterly, annual progress reports and share it with WFP and government departments
  • Submit reports to NDP management, WFP and local administration.
  • Prepare and submit any other reports as per requirements of WFP and DWA.

Other tasks:

  • Other activities as per project, DWA and WFP.
