Requirements

Education

  • Master of Science (MSc) in Statistics, Master of Business Administration (MBA) in Management Information System, Master of Science (MSc) in Economics, Master of Science (MSc) in Anthropology, Master of Science (MSc) in Development Studies

Experience

  • At least 2 years

Additional Requirements

  • Master’s degree in a field related to information management, statistics, monitoring and evaluation, natural resource/environmental management;
  • At least 1 year of experience working in development projects in a relevant field (trafficking in persons, migration, rule of law, good governance, access to justice, etc.); USAID or other international donor experience preferred
  • Good working knowledge of office software packages preferably with Microsoft Office 365;
  • Good attention to detail, ability to organize, and to meet deadlines;
  • Good skills in speaking/reading/writing in Bangla and English;
  • Also should be good in email communication;

Responsibilities & Context

Bangladesh Society for the Enforcement of Human Rights- BSEHR is a nonprofit organization that works with people in the Bangladesh to empower the disadvantaged, increase economic opportunity and sustain natural resources. By linking local individuals and communities with new ideas and technology, BSEHR is increasing long-term productivity, equity, and responsible resource management to benefit the poor and disadvantages of the country. In this context, BSEHR is implementing USAID’s Fight Slavery and Trafficking in Persons- FSTIP activity (Prevention, Protection and Prosecution) with technical support from Winrock International.

FSTIP Activity Context

Human trafficking is a major problem in Bangladesh, which is a source, transit, and destination country for men, women and children trafficked into forced labor, commercial sexual exploitation, child marriage and other abusive situations. The COVID-19 pandemic exacerbated vulnerabilities to trafficking, exploitation, and child marriage, as widespread loss of livelihood opportunities and employment, restrictions on legal migration channels, and reduced access to survivor services increased the complexities of identifying and preventing human trafficking, exploitation, and child marriage. USAID’s Fight Slavery and Trafficking-in-Persons (FSTIP) activity works in 25 Bangladesh districts through collaboration with national, regional and local governments, survivor service provider networks, legal rights groups, civil society organizations, and committed partners. The goal: reducing vulnerability to trafficking-in-persons, child marriage and related exploitation through the “4Ps” approach: 1) Prosecution; 2) Prevention; 3) Protection; and 4) Partnership

Goals and Objectives

Goal: To strengthen community capacity for prevention and protection of human trafficking, safe migration and identify people at risk of trafficking and Child marriage.

The Specific objectives of the project are:

  • To develop community workforce (Peer Leader) with appropriate knowledge and effective tools.
  • To build capacity of CTCs and DEMO and establish coordination with private sectors, local government, recruiting agencies and people at risk, survivors of TIP, migrants workers.
  • To strengthen TIP survivor leadership and sustainability of ANIRBAN” breaking silence survivors’ Voice

POSITION SUMMARY:

The Program Officer (Monitoring) will work closely with the Program Managers to support the implementation of the USAID-funded Fight Slavery and Trafficking in Persons- FSTIP (Prevention & Protection) Project. They will assist to ensure quality logistical, and administrative support, as well as programmatic support as needed. Position is contingent upon receipt of donor funding.

  • Implement the day-to-day operations of the SAFETI M&E unit in assigned field locations;
  • Ensure proper data collection and control of quality in data collection and entry into the web-based M&E data management system;
  • Contribute to developing and testing monitoring tools;
  • Conduct routine process and quality monitoring of SAFETI field level activities and identify program quality issues and share them with district team as well as with implementing partner through a decent manner;
  • Work closely with district program teams to conduct periodic surveys and studies to ensure strategies and approach that will support in achieving project objectives;
  • Prepare field-based reports for donor and organizational reporting;
  • Assist in the documentation of lessons and best practices for use in the program and future program development;
  • Address any requirement of the project, especially for USDA, related to performance monitoring;
  • Support annual survey, midterm evaluation and end of project evaluations;
  • Conduct periodic Data Quality Assessment (DQA) for selected indicators under M&E team;
  • Work in close coordination with and accountable to District Manager and other program technical staff;
  • Maintain coordination with implementing partner staffs and increase their M&E capacity through formal and informal events, on-the-job training where and when necessary;
  • Manage an archive of different information, databases, reports, IEC/BCC materials and photos for district office as well as to support MEL purpose;
  • M&E Officer should live in project area and carry out extensive fieldwork;
  • Support the project and M&E unit in any other task as required by MELS/M&E Coordinator/DAMO;
  • Ready to accept the challenge and cope with change;
  • Undertake other tasks that are requested by his/her Supervisor.
  • Have to travel frequently for project implementation.
