Responsibilities & Context

Job Context :

The Program Officer – Safeguarding and Safety & Security is tasked with overseeing all safeguarding, safety, and security matters related to the project, ensuring compliance with Nagorikata-CEF requirements under the supervision and guidance of the Director – Finance and Administration. The role involves reviewing and assessing employees’ work to ensure adherence to compliance requirements, managing risks, and implementing safety standards to secure project activities and staff.

Major Duties and Responsibilities:

For Safeguarding:

  • Ensure to effectively implementation of the safeguarding policy and safeguarding program activities.
  • Take initiatives to raise awareness about the organization’s safeguarding policy and other policies including the Code of Conduct and develop reporting mechanisms through conducting training and various discussion sessions.
  • Work with Director-Finance & Administration/managers/ staff to ensure that programme personnel and operations are taking preventing measures where vulnerable people may be put at risk of harm, because of the way the project/ programme/ operation is designed or implemented.
  • Raise awareness of the program participants, volunteers, partners and CBO’s on safeguarding and reporting mechanism and of their rights to raise a concern about their safety or wellbeing.
  • Work to establish a community-level complaints mechanism that facilitate reporting of harm and abuses.
  • Review reports in regard to harm and abuse, responding in accordance with the organization’s procedures and providing referral or next step advice.
  • Plan and participate in any investigation into an incident or case involving harm to staff, children and communities.
  • Discuss subsequent action required, to ensure the safety and welfare of individual people, in cases of harm caused by the organization.
  • Monitor the progress of all reported cases.
  • Deliver a suite of mandatory core training workshops as part of the roll-out to enable staff with key responsibilities to undertake their roles and mainstream safeguarding functions.
  • Deliver on-going induction, training and refresher training as appropriate.
  • Review and strengthen Child & Adult Safeguarding systems within partner agencies, planning and delivering training programs accordingly.
  • Adult & Child Safeguarding Standards are applied throughout the organization.
  • Oversee, monitor and enforce follow-up of policy implementation in order to ensure maximum levels of compliance and competence.
  • Support programs and operations to implement safeguarding Due Diligence process of partners, follow safe program design tools for preventing (or addressing) situations where vulnerable people may be put at risk.
  • Develop training modules and learning materials and conduct session for various participants on safeguarding and PSEA issues.
  • Develop monitoring tools/ questionnaire/ checklist for measuring achievement and impact of safeguarding initiatives and awareness raising activities.
  • Work with Risk Management Team to ensure systematic risk assessment of programs and departments and maintain safeguarding risk register and follow up.
  • Prepare narrative progress report on safeguarding progress for different management level and donors.
  • Liaison between staff and managers to access external technical support in particular in regards to complex abuse issues.
  • Prepare periodic reports for senior management on the implementation of safeguarding activities.
  • Maintain safeguarding risk register to record the safeguarding complaints and follow up.
  • Coordinate the grievance handling procedure as per policy.

For Safety & Security –

  • Contribute to develop a safety and security culture within the organization and the project by addressing and helping staff to address safety and security related issues.
  • Ensure that organizational security planning becomes an integral part of day-to-day operations and is integrated into the development of future programs.
  • Assist with the strategic and operational analysis and assessments and with the refinement of program strategies.
  • Perform security risk assessments or evaluation missions to the field and regularly review safety and security procedures following organizational security plan.
  • Develop and regularly update the Safety and Security Management Plan and tools in accordance with the nature of safety and security risks (such as detailed threat assessment, security protocols, standard operating procedures for personal movement & transport, office, warehouse, tele/radio communications, incident report sheets, etc. asset protection).
  • Develop appropriate safety and security protocols depending on the nature of specific threats.
  • Ensure safety and security dimensions are factored into all operational activities such as programming, advocacy and communication.
  • Work with administrative / logistics staff to ensure appropriate steps are taken to safeguard office premises, equipment and residential property (guards, locks, lighting, alarms, and fire equipment).
  • Develop a network of contacts among local actors to facilitate Bandhu’s work and enhance the security of its operations.
  • Represent Bandhu and coordinate amongst relevant all actors on all matters pertaining to safety and security.
  • Organize and circulate relevant safety and security information to the staff and provide an opportunity for employees to voice Safety and/or Security-related concerns.
  • Ensure timely and accurate reporting of safety and security incidents.
  • Coordinate training in safety and security ensuring that staff have the necessary equipment and are trained accordingly.
  • Ensure that all incoming visitors receive a security briefing and information.
  • Ensure all staff understand and fulfil individual and collective responsibilities for safety and security.
  • Supervise and enforce (including disciplinary action where necessary) compliance safety and security standards.
