Responsibilities & Context

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  • Lead the programme review of the ‘Cash-based Food Assistance Program for the Urban Poor’ to identify the extent of coherence and relevance of the programme to the CSP and the national policies, plans, strategies and goals, including achievement of the SDGs.
  • Lead the qualitative part of the research (including field missions) to explore coherence, appropriateness, relevance, programme efficiency, which will primarily require Key Informant Interviews, FGDs and desk reviews of programme documents, policy documents, reports.
  • Desk review of the quantitative data analysis primarily done by WFP for assessing the effectiveness and efficiency of programme design and implementation, and to qualitatively validate WFP monitoring findings.
  • Research and analyze policy and operational issues to support the development of policy advocacy documents for improving programme design and scale-up.
  • Prepare the review report after analyzing the data collected during the desk review and the fieldwork, conduct additional consultations with stakeholders, as required, and draft the review report. The report will be submitted to the WFP Review Team for quality assurance.
  • Lead the timely preparation of an advocacy two-pager that would enable informed decision-making and consistency of information presented to stakeholders.
  • Organize a programme design workshop by involving related stakeholders to agree on the recommendations and develop a Theory of Change for future programming.
  • Other as required.
